【禁闻】学者为中共开药 专家:重疾难治

【新唐人2011年10月28日讯】中共十八大明年将要召开,中国宪政学者曹思源建议,在
召开18大时修改党章,以推进党内分权制衡。曹思源为重疾在身的中共开的药方,中共
是否就真的愿意吃呢?是否就能治好中共的顽疾呢?我们看专家的分析。

中共一直宣称在党内实现了民主,曹思源认为,共产党党内并没有分权制衡的体制。几
十年来,本应该是各级党代表大会执行机构的党委,实际上是自己决策、自己执行,大
权独揽,无人监督。

因此,曹思源提出了一个以实现党内分权制衡为目标的改革方案,希望能为明年中共
18大修改党章提供参考。

《北京之春》杂志主编胡平认为,中共没有任何改良的迹象。

《北京之春》杂志主编胡平:�因为中共这么多年来,他欠下的各种各样的债太多,而
整个统治集团是高度的腐败,所以他们对自由民主是非常的反感、非常害怕,所以即便
哪怕在中央上层有这么一两个人,愿意进行,有这个意愿,那么在上层也是大多数也不会
接受。所以,从目前情况看起来,没法指望中共会进行这种政治改革。�

曹思源提出的三权分立、互相制衡的机制,就是:落实各级党代表大会为党组织的权力
机构,县以上党代会分别选举产生三个级别相同的机构:党代会常务委员会、党的执行
委员会、党的纪律检查委员会。这三个机构都受同级党的代表大会领导。

美国哥伦比亚大学政治学博士王军涛分析,分权之后,照样没有办法解决问题。

美国哥伦比亚大学政治学博士王军涛:�像共产党刚设立监察部,马上就发现监察部就
出来大案,出现腐败,它现在腐败是一个无处不有的问题,它分权了之后,它分权的机构不
但不相互制衡,而且还会相互勾结。�

王军涛认为,曹思源是从救国的角度希望中共改良,但他认为,共产党只要改良,把权
力分出去,就会自动灭亡。

美国哥伦比亚大学政治学博士王军涛:�实际上共产党如果进行任何一个利国利民的改
革,都是限制自己共产党主要干部的私利的话,那么都会导致这个党的解体,因为这个
党的干部主要是为了谋取私利而入党的。�

全球退党服务中心执行主任李大勇博士认为,寄希望中共能够内部改良,都是没有看清
中共的邪恶本质。

李大勇:�我们现在讲'解体中共,天灭中共'是什么意思呢?中共作为一个邪恶的反人
类集团,它面临的是解体的命运,它不是说改良的命运,是面临着解体的命运,面临着
一个被审判的命运,在这种情况下,为了使更多的中国民众免于(跟随)中共自身(解
体)的命运,所以说我们劝其'三退',所以在这种情况下,任何希望中共改良或给中共
提建议,那都是缘木求鱼,就是水中月、镜中花。�

最近统治利比亚42年的独裁狂人卡扎菲一夜暴毙的下场,让中共也为之胆寒。而在海外
掀起的�三退�大潮,退出共党、团、队的人数已经超过了一亿四百万人。

李大勇认为,�三退�才是真正救中国的良方。

Power Separation Can't Save CCP

Next year, the CCP (Chinese Communist Party)will hold its 18th Congress.Cao
Siyuan, a constitutional scholar proposed to revise CCPConstitution,
promoting the separation of powers within CCP.Cao is making a prescription
for CCP's critical illness,but is CCP willing to take the pills?And will
CCP be cured? Let's see what experts have to say.

CCP has been claiming that it has achieveddemocracy within the CCP.Cao
Siyuan believes that CCP has not set up the systemof separation and
restriction of powers.The CCP committee should have been an execution
organof CCP conventions at all levels.But over decades, it made decisions
and implemented itself,assuming arbitrary powers without supervision.

Cao Siyuan proposed a reform, to separate powers withinCCP, as a reference
for revision of CCP's Constitution for 2012's 18th Congress.

Hu Ping, Editor-in-Chief of Beijing Spring magzine,said that the CCP shows
no sign of improvement.

Hu Ping (Editor-in-Chief, Beijing Spring):"Over the years,CCP has
accumulated too many debts.The entire ruling group is of high-level
corruption. So theydislike and fear very much the freedom and
democracy.Even if one or two persons of the CCP top-level are willingto
reform, the remaining majority will not accept.That is to say, the current
situation shows that such areform cannot be expected to be carried out by
CCP. "

The mechanism of powers' separation, checksand balances proposed by Cao
Siyuan are:CCP congress at all levels are CCP's power organ,election of
three same-level institutions respectively made by CCP congress atthe
county level and above, namely:CCP Congress Standing Committee, CCP
ExecutiveCommittee and CCP Discipline Inspection Commission.All three
institutions are subject to the leadershipof the same-level CCP congress.

Wang Juntao, Ph.D. in Political Science at Columbia Univ.analyzed that even
with the power separation, there is still no way to solve theproblem.

Wang Juntao: "After CCP set up its Ministry of Supervision,a serious
criminal case appeared, as well as corruptions.So far, the corruption has
been a common problem.

Even if powers are separated, far from checkingand balancing, decentralized
institutions will collude. "

Wang Juntao comments that Cao Siyuan expectsCCP's improvement from the
perspective of saving China.But Wang believes that as soon as the CCP
separatesits powers, it will die spontaneously.

Wang Juntao: "If CCP carries out any reform benefiting thenation and
masses, like restricting major CCP cadres from corruption, the actionwill
lead to CCP's disintegration.Because the purpose of CCP cadres to join this
partyis just the private gains."

Dr. Li Dayong is the Director of the Global Service Centerfor Quitting the
CCP.Dr. Li said that those hoping CCP would make internalimprovements, have
not seen through CCP's evil nature.

Dr. Li Dayong: "We are talking about 'Disintegrating the CCP,Heaven
eliminating the CCP."What does that mean? As an evil, anti-humane group,
CCPfaces a fate of disintegration, instead of improvement.It will end up
being tried. In this case, we persuade Chinesepeople to quit the CCP in
order to avoid the same fate, due to following CCP asits member.So any
expectation of CCP's improvement or any suggestionto the CCP will come to
no avail, becoming a moon in the water or a flower in themirror."

The death of Muammar Gaddafi, Libya's 42-year dictator,shocked the CCP.A
movement of "Quitting CCP" launched overseas has so farrecorded over 104
million Chinese people renouncing CCP.

Li Dayong believes that the only way to save Chinais by "Quitting the CCP."

【新唐人2011年10月28日讯】美国国会成立的美中经济安全审议委员会(The
U.S.-China Economic and Security ReviewCommission),最近发表一份报告指出,中
共确保国企主宰中国经济,而这种策略导致中国同主要的贸易伙伴产生更多摩擦。中国
国有企业在海外的扩张,以及中国在国内扶持国企的政策,不仅引起美国政界和工商界
的关注,同时国内也有不少声音批评这是�国进民退�,政府与民争利。

美中经济安全审议委员会,10月26号,发表了题为《中国国有企业与国家资本主义分析
》的报告。报告全面分析了中共对中国公司企业的控制和影响。报告认为,由中共拥有
和控制的GDP份额大约为50%。而得到政府优惠的中国国企享有不公平的竞争优势。

独立中国问题学家巩胜利表示,美国的这个报告一针见血,真实反应了目前中国企业两
级分化的现状。

巩胜利:�特别是最近十年吧,大家看的都非常清楚了,比如像中国移动国有企业、像
中国工商银行、中国银行,还有包括其它的一些中国银行。从无到有,从小到大,现在
都是行业全球的排头兵,这些都证明了中国国有企业的垄断地位在逐步的扩大,或者向
世界各地的辐射。�

美国这次报告还指出,一方面中国的国企得到政府优惠,拥有强大的竞争优势。另一方
面,对于其他一些新兴的、或战略性的、和受到中共政府关注的行业,中国市场对美国
公司就不那么友好。

美国的监管资料显示,中国国有公司在取得国有银行贷款方面,享受低于市场利率的优
惠,以及优惠的税收待遇。

报告中说,中国10年前加入世贸组织时曾承诺不会直接或间接影响国企的商业决定,然
而中国似乎并没有遵守这一承诺,反而变本加厉扩大国企在实现国家重要经济目标中所
扮演的角色。中共的做法正引起中国同美国以及其他国家的贸易争端,招致美国官员越
来越多的关注和批评。

美国华裔律师、《中国即将崩溃》作者章家敦表示,北京在把越来越多的钱投入国有企
业和国家资助的基础建设,这意味着私有企业得到的更少。

章家敦:�我认为这真的阻碍了中国的社会发展。因为国有企业变得更加强大、 他们
互相勾结、 限制了私有企业获得中国市场、 不仅仅是对于在中国的外国企业、它也伤
害了国内的私有企业、 而他们在过去三十年真的是中国经济的驱动力。�

温州小企业商会最近的一份民调显示,温州36万中小企业当中,1万8千家企业已经由于
资金链中断停止经营。温州市政府的一份报告也显示,最近几个月来,温州至少有90家
公司的老板因不堪负债和企业濒临破产而失踪和跑路,有的甚至跑到海外。

巩胜利:�所以国有企业的垄断,它的垄断而且是排他的,特别是在生态环境源头,比
如像资源方面,石油资源、政治资源、还有像经济资源,比如像银行的货币资源方
面,这些一切都造成了这种行业的垄断啊,是其它的中小企业以及个人啊,都艰难的生
存。�

另外一个问题是,一些中国企业实际是由军队掌控。

章家敦:�比如华为,他们试图在美国建立关系网络。我们最不愿意看到的就是中国军
事企业在美国经营手机。我们必须阻止。 �

章家敦还表示,美国需要更好的了解中国"发生了什么"。他说,这是中共一党独裁的本
质决定的。他认为,华盛顿的美中经济安全审议委员会关注所有这些事务非常重要。

而在中国国内也有不少声音批评,认为中共的这种做法已经导致�国进民退�,是改革
倒退及与民争利。

China's State Owned Enterprises

The U.S.-China Economic and Security Review Commission,which was
established by the U.S. Congress, recently published a report
statingthatthe Chinese Communist Party (CCP) is doing everything inits
power to ensure that state-owned enterprises dominate the Chinese
economy.This strategy has caused increased frictionbetween China's major
trading partners.China's state-owned overseas enterprises' expansionhas
attracted the concern of the political andbusiness community in the U.S.,as
well as China's dominating state-owned enterprises' policies.In addition,
it has stirred up the ire of a number of people in China,with some saying
that these CCP policies are"national forward but people backward."That is,
the Party always gains at the people's expense.

On October 26, the U.S.-China Economic andSecurity Review Commission
delivered a report titledChina's State-Owned Enterprises And State
Capitalism Analysis,which comprehensively analyzed the CCP's control and
influence with regards toChinese companies.The report indicated that the
CCP owned and controlledabout 50 percent of the gross domestic
product.China's state-owned enterprises receive preferential treatmentfrom
the regime and enjoy an unfair competitive advantage.

Independent expert on China, Gong Shengli, said:"The U.S. report goes right
to the heart of the matter, reflecting the truepolarization of Chinese
enterprises, today."

Gong Shengli: "Especially in the last decade, we can clearly seethat
state-owned enterprises such as China Mobile,China Industrial and
Commercial Bank, China Bank,as well as other Chinese banks, went from being
small banks to being the vanguardof the global industry.This is evidence of
China's state-owned business monopoliesgradually expanding around the
world."

The report also pointed out that China's state-owned enterprisesreceive
benefits from the CCP, thus they have a strong competitive advantage.On the
other hand, for other emerging or strategic industrieswhich concern the
Chinese regime, the Chinese market are not so tolerant to thoseAmerican
companies.

U.S. regulatory information shows thatChinese state-owned enterprises enjoy
below market interest rates andpreferential tax treatment.

The report said during China's accession to theWorld Trade Organization 10
years ago,it promised not to directly or indirectly affectthe business
decisions of state-owned enterprises.China has not complied with this
commitment,but instead intensified its expansion of state-owned enterprises
in order toachieve its national economic goals.The CCP's approach is
causing trade disputes withthe United States and other countries,leading
U.S. officials to scrutinizethe CCP's trade practices more and more.

Gordon Chang, a Chinese-American lawyer and the author ofThe Coming
Collapse of China, said that Beijing authoritiesput more and more money
into state-owned enterprisesand state-funded infrastructures, which means
that private companies get less.

Zhang Jiadun: "I think it really hindered the development ofChinese
society.The state-owned enterprises become more powerful and are,colluding
with each other and limiting private enterprisesin China, not only for
foreign companies in China,but it also hurts the domestic private
enterprises, too,which are the true driving forceof China's economy in the
last three decades."

The Wenzhou Chamber of Commerce of Small Businesses'recent polls showed
that of the 360,000 small and medium enterprises in Wenzhou,18,000 of them
have shut downdue to financial chain disruptions.The Wenzhou municipal
government's report also showed thatin recent months, at least 90 companies
and business owners in Wenzhou,disappeared or escaped due to mounting
debtand near bankruptcy, with some even escaping abroad.

Gong Shengli: "So the monopoly of state-owned enterprises,it is an
exclusive monopoly, particularly those involvingnatural resources such as
oil, political resources,and economic resources, including bank's monetary
resources,which all started as regular businesses but turned into
monopolies,this has made it hard for small and medium enterprises, as well
as individuals tosurvive."

Another problem is that some Chinese companies are actuallycontrolled by
the military.

Zhang Jiadun: "Such as Huawei, they try to buildnetwork relationships in
the U.S.What we least want to see is the Chinese military companiesselling
mobile phones in the U.S. We have to stop them!"

Zhang Jiadun also said that the United States needs to betterunderstand
China, and "what happens there."He said all of this is caused by the CCP's
one-party system.He believes that it is very important for the
U.S.-ChinaEconomic and Security Review Commission in Washingtonto concern
themselves about all of these matters.

In China there are many critical voices, saying that the CCP's approachhas
led to "the regime forward and people backward,"which is regression of
reform and fight for interests with people.

的愿望是:�拥有一把枪,然后一枪把妈妈打死……�。心理机构调查发现,许多儿童存
在�攻击性�,而很多大陆家长为了孩子不受欺负,向孩子传授打架的�技巧�。下面
请看本台记者的报导。

大陆《今日早报》报导,浙江省一所幼儿园大班的课堂上,老师给学生们布置了一个题
目:�请小朋友说一说最大的愿望是什么?�6岁男孩小灵的愿望惊得老师目瞪口呆。

原来,小灵最大的心愿竟然是:拥有一把枪,然后能一枪把妈妈打死。

妈妈朱女士说,因为儿子不听话太淘气,所以经常对他进行体罚。但自己的出发点是爱
孩子,儿子想杀死妈妈的想法让朱女士非常伤心。

大陆一名李姓作家认为,现在中国对孩子的教育出现了问题。

李先生:�6岁的孩子,他这样一种想法,应该引起一种反思,未必他就是一种真
实,这是社会因素所造成的一种影响。�

很多大陆家长为了孩子不受欺负,甚至向孩子传授打架的�技巧�。

浙江省立同德医院心理科主任徐方忠曾对1732名3岁―6岁的孩童进行调查,调查结果显
示:3-6岁的儿童总行为异常检出率13.22%。其中包括�攻击性�、�交往不良�等指
标。

为什么这么多孩子存在�攻击性�?大陆自由撰稿人朱欣欣认为,中国目前从表面
看,物质快速发展,但文化的发展和道德却跟不上。

朱欣欣:�中国的小孩生活在这么一个物质高速发达,可是文化严重畸形的这么一种环
境中,同时呢,他从上一代父母那一代,祖孙三代吧,都是生活在共产党一党专治的党
文化的环境中长大,所以这几代人缺乏最基本的人道主义的博爱精神的这种教育,所以
说呢他们也影响到下一代。�

朱欣欣认为,学校现在都是功利性的工具化教育,缺乏真正的对孩子关爱的普教,所以
导致中国孩子的这种暴力倾向,这种不文明不道德的现象还非常严重。

2009年,一段�广州一年级小学生的理想是�想做贪官�,激起舆论的讨论。

朱欣欣:�根本上原因来讲,就是缺乏信仰,缺乏信仰是什么呢?这么多年共产党给大
家灌输这种无神论,它把道德当作什么了?当作了政治的一种教条,道德失去了他神圣
的根本的来源。另外呢,共产党还把道德和政治信仰混同起来,只要不服从共产党领导
的意识形态的,它都认为不道德的,它不承认人类的普世价值。�

朱欣欣指出,要根本解决中国社会存在的道德问题,人民应该追求精神内在的信仰,而
外在应该打破压制人们追求信仰的一党专制。

6-year-old Boy Wishes to Kill His Mother

A 6-year-old Chinese boy said in a kindergarten that hisbiggest wish is "to
have a gun and kill my mom by one shot."Psychological agent did a survey
and found outthat there are many Chinese children who are "offensive."Most
Chinese parents teach their kids to fight,as to defend themselves.

China's "Morning Post" reported that a teacher in Zhejiang'kindergarten
asked children to talk about their "biggest wish."Xiaoling, a 6-year-old
boy stunned the teacher.

Xiaoling said his biggest wish is,"to have a gun and kill my mum by one
shot."

Mrs. Zhu, Xiaoling's mum said, she would often smackXiaoling, beause he is
too naughty.But she feels her action is based on a mum's love.She was
saddened to hear her son wants to kill her.

Mr.Li, a writer in China, thinks this is a problemof China's education
system.

Mr. Li:"A 6-year-old child to have such an idea should betaken note of.
Maybe it's not his real wish, but is an influence from thesociety."

In China, many parents are worried about their childrenbeing bullied, they
even teach the kids how to fight.

Xu Fangzhong, psychologist and director of Zhejiang Tongdehospital, did a
survey on 1732 children, 3 to 6 years old.The result showed that 13.2% of
them behave abnormally,which includes being offensive, communicating
poorly, etc.

Why are so many children offensive? Zhu Xinxin,a freelance Writer, thought
materially China looks like it s developing fast,but the development of
culture and moralsdo not match that pace.

Zhu Xinxin: "Chinese children are growing in a sociaty withfast material
development, but a severe deformed culture.At the same time, their parents
and grand-parents grew upin a society controlled by the communist party.So,
those generations don't have basic humanitarianeducation, which impacts the
younger generation as well."

Zhu Xinxin thinks the current Chinese schools are utilitarian,caring only
about the transition rate.There's no love for education and this is the
reason for thetrend of violence in children, and why the society is in such
a serious status ofincivility and immorality.

In 2009, a video showed a grade-one pupil dreamingof becoming a corrupt
official, which sparked hot discussions.

Zhu Xinxin: "The fundamental reason is the lack of faith.CCP taught people
to be atheistic.How does it treat the moral? As a political dogma.The moral
lost its sacred root.On the other hand, CCP mixes immorality and
politics.If you don't obey CCP's leadership, you are immoral.CCP doesn't
accept universal values."

Zhu Xinxin pointed out that to solve the moral issue in China,people should
pursue faith andbring down the one-party dictatorship thatsuppresses
people's aspirations for spirituality and virtue.

【新唐人2011年10月28日讯】稀土是现代许多科技产品的关键原材料,中国稀土总产量
占世界稀土产量的95%。近几个月,国际市场上稀土价格下跌了约20%。中国稀土产量占
统治地位的两大公司决定暂停生产,意图提高十七种稀土的市场价格,这引起很多国家
感到不满。

中共前领导人邓小平1992年时曾经说�中东有石油,中国有稀土�。自从那时以来,中
国大力开发稀土资源。

不过世界稀土行业颓势已经引发中国大陆南北稀土停产潮。

继10月19号,中国最大的稀土生产商包钢稀土宣布暂停一个月后,10月25号,南方稀土
龙头五矿赣州稀土矿业公司也宣布自20号开始全面停产。这次停产预计维持3到5个月。

对此,英国《金融时报》表示,中共政府整治稀土行业,引起了全球稀土市场的动荡。

《美国之音》中文网26号报导,世界上很多国家因为受制于中国,正在采取措施。日本
丰田和美国通用等汽车公司已经研究如何尽可能少使用稀土元素。而美国、俄罗斯和澳
大利亚都在计画开发新矿。

英国地质调查局负责人布拉德沃斯说,�长期以来,中国采用低成本分离稀土矿石,使
得中国稀土价格不断下降,造成其他国家的稀土企业纷纷倒闭,随着许多高科技产品对
稀土的需求越来越大。�他认为,只要新开发两个新的稀土矿,就能改变依赖于中国的
局面。

《华尔街日报》也报导说,五角大楼新近提交给国会的一份报告表示,美国应开辟中国
以外的稀土供应源。报告显示,五角大楼已开始着手找出哪些美国公司有可能会将稀土
氧化物加工成稀土金属,并研究了如果稀土供应中断会造成哪些风险。

印度新德里政策研究中心教授布拉马.切拉尼也在《金融时报》撰稿指出,中国将稀土
资源的垄断当成一种贸易手段,并阻止解决南中国海争端的多边努力,这已引起了国际
社会的警觉。而中国谋求把水资源作为一种政治武器的做法,令邻国深感忧虑。

中国在2008年已经采取限制稀土产量、以操纵价格的措施。此外,在中国2010年跟日本
陷入领土纠纷时,还曾经停止对日本出口稀土,把稀土作为一种政治外交手段。

耐人寻味的是,日本大约 83%稀土来自中国,但日本并不急于使用,而是将这些足够使
用20 年的资源贮存在海底,作为未来能源战略的规划。

不过,1997―2010年间,中国稀土资源储量占全球总储量的比重已从43%降到30%。按
照目前的开采速度,只能维持15―20年。

而,中国对稀土的控制在国内也遇到巨大的阻力。

据《中国青年报》报导,由于稀土开采涉及到利益,�禁采�会直接面对地方政府的阻
力。很多地区的地方经济已经形成了对稀土生产、特别是对稀土出口的依赖。国家对稀
土产量和出口量的控制,将直接影响地方经济利益,同时还有来自稀土企业的阻力。

据调查,在过去10多年里,中国稀土企业只是出口初级产品,不但利润非常低,开采稀
土所付出的环境成本极为高昂。据介绍,普遍采用的草酸这种池浸工艺,每开采1吨稀
土就要破坏200平方米的地表植被,剥离300平方米的地表土层,产生2000立方米尾矿。
目前开采稀土一吨赚几十万,未来花在环境污染治理上的可能要几千万。

The Suspension of Rare Earth Production From China Causes International
Concerns

Rare earth minerals are crucial in manufacturing manymodern technological
products.Currently, China produces 95% of the world'srare earth minerals.In
recent months, the price of rare earthsdropped by around 20%.To raise the
market price, the largest two rare earthproducers in China have announced
the suspension of production, which causeddissatisfaction in many countries.

The former leader of the CCP government, Deng Xiaoping,said in 1992, "China
could produce rare earth minerals, just as the Middle Eastproduces
oil."Following his words, China has since quickly developed itsrare earth
production.

However, the recent rare earth industry recession hascaused many Chinese
producers to halt business.

On Oct 19th, the largest rare earth producer in China,Inner Mongolia Baotou
Steel Rare-Earth (Group),announced it would suspend production for one
month.Following Oct 25th, another rare earth giant in southern
China,Minerals Ganzhou Rare Earth, also announced suspension ofproduction
for 3 to 5 months.

The UK-based newspaper, Financial Times,wrote an article stating thatthe
CCP government's regulation of rare earth production,has caused turbulence
in the global rare earth market.

The VOA Chinese website reported on Oct 26th that manycountries are trying
to countermeasure China's control over rare earth materials.For example,
Toyota and General Motors are carrying outresearch on reduction of rare
earth elements usage as muchas possible, and The United States, Russia and
Australia areplanning to develop alternative rare earth mines.

Andrew Bloodworth, Head of Science Minerals & Waste atBritish Geological
Survey stated, "For a long time, Chinesecompanies have separated rare earth
elementsfrom minerals at a relatively low cost.This continuously reduces
the price for Chinese rare earthproducers, resulting in the widespread
closure of foreign producers.On the other hand, the market demand is also
increasing,since rare earths are necessary in making more and more
high-tech products."Bloodworth believes that if as few as two new
minesoutside China could be developed,the current dependence on Chineserare
earth producers would be greatly relaxed.

The Wall Street Journal also reported that the Pentagonrecently submitted a
report to Congress suggesting thatthe United States should develop rare
earth sourcesoutside China.The report reveals that the Pentagon has already
begun toresearch companies which could possibly separate rare earth
elements from theiroxides.Studies are underway regarding the possible risk
of suspensionfrom rare earths sources.

Brahma Chellaney, Professor of New Delhi-based Centre forPolicy Research,
wrote in Financial Times that China regardsits monopoly on rare earth
materials as a trade weapon,which has played an important role in
inhibiting any solution to South China Seadisputes despite multilateral
efforts.Similarly, the CCP government also tries to use waterresources as a
political weapon.Such behavior patterns have worried its neighbors and
drawnthe awareness of the international society.

In 2008, the CCP government once restricted its productionof rare earths to
control prices in the global market.It also halted rare earth export to
Japan when territorialconflicts between two countries broke out in
2010.Clearly, the CCP aims to take advantage of its monopoly onrare earths
in politics and foreign affairs.

An intriguing fact is that though 83% of Japan's rare earthsare imported
from China, the government of Japan hasdeposited these resources in the
seabed for future use,rather than deplete supplies immediately.As part of
future natural resources strategy planning, thesedeposits could support
20-year usage in Japan.

However, the reserve ratio of rare earths in China hasdecreased from 43% to
30% between 1997 and 2010.At the current rate, the resources would be
depleted in15 to 20 years.

At the same time, the CCP government also encountersdomestic resistance
when it tries to control the production of rare earthmaterials.

The China Youth Daily reported that since huge benefits areinvolved in the
rare earth industry,the central government will face resistance ofrare
earth production from local governments..Local economics usually greatly
depend onproduction of rare earths, especially the export of these
materials.Therefore national control of rare earth export would causedirect
hazard to local economics and rare earth companies themselves.

According to an investigation, in the past 10 years,the Chinese rare earth
industry is only exporting primary productswith poor profits due to very
high environmental costs.For example, under the widely used techniques in
Chinawhich use oxalic acid to erode the earth, 200-square-meter vegetation
would bedestroyed,a 300-square-meter soil layer would be stripped,and
2000-cubic-meter tailing materials would be generated to produce only one
tonof rare earth materials.For each dollar of economic benefits, hundreds
of dollarsmay be spent to deal with environmental problems in the future.

【新唐人2011年10月28日讯】中共广电总局向国内各大电视台下发了�限娱令�,引起
各界舆论沸腾,大多数网民持反对意见。面对民间的质疑声浪,广电总局解释并否认实
施�限娱令�,声称不是限制娱乐,而是反对庸俗媚俗。网民们发起投票,反对将娱乐
节目政治化。

广电总局近日公布,从明年开始,对全国34个卫星频道节目实施调控,大幅度限制娱乐
节目的播出量。

在新浪微博的一项调查中,57%的网友表示:�反对,最后一点娱乐都受限制了。�无
所谓的占21%,只有22%的网友认为:�支持,现在的娱乐节目确实需要整治。�

10月26号,广电总局发言人在回应媒体质疑时说,全国卫视一周播126档娱乐节目,部
分节目过度娱乐化、格调低俗、形态雷同,不少群众意见很大。

天津市民张先生表示,广电是找一个藉口,加强控制电视广播等新闻媒体。

张先生:�实际来讲,新闻媒体已经是党的喉舌了。群众意见很大,是哪部分群众意见
大呀?是官员的议论大,还是谁的议论大呀?它搞调查了吗?就如同官方报导的一样
'人民生活水平很满意',他据他们调查,你调查谁了呢?他们就是找一个藉口,自吹自
擂的一种藉口。�

广电发言人强调,广播电视是党的喉舌工具。广电要求每个卫视开办弘扬中华传统美德
和社会主义核心价值的道德类栏目。

广电还规定,凡是记录社会阴暗面的节目都要受到限制,鼓励制作和谐主旋律的节
目,凡是出现政治导向、价值取向、格调等问题,将责令整改甚至停播。

张先生:�就是按中宣部的意图,去搞宣传,人民的'幸福生活',生活在中央电视台里
面、中央《新闻联播》里面,那都是共产主义,他们还要怎么改啊。所谓的阴暗面,他
不说阴暗面,实际来讲,老百姓揭露的就是流氓的罪恶,是揭露他们的罪行,一党独裁
的罪行。�

许多网民批评广电总局�最不道德�,有的网友直言,�最该被限制的应是央视《新闻
联播》。�还有的说,�你既不让人谈国事,还不让人谈风月,到底要我们干嘛?�

在一片反对声浪中,也有部分网友力挺�限娱令�。有的网友认为,中国电视节目太空
洞,有些娱乐节目确实低俗,该限。可限多了,就不愿交电视收看费,不如去网上看。

中国一个影视制作协会监事长王先生接受《新唐人》采访,谈了他的看法。

王先生:�其实,广播电视有娱乐功能,娱乐功能也是很重要的,你过份的强调它的宣
传功能,恐怕有些老百姓就不高兴。但有些娱乐过于庸俗、过于低俗,那也是不太好
的。现在人们的精神追求总是向钱哪,现在这个阴暗面你不揭露也不行,舆论监督很重
要的,监督功能!�

各大卫视都已开始节目改版调整,应对�限娱令�带来的冲击。上海东方卫视《中国达
人秀》第三季,在宣传上尽量避免�选秀�、�海选�、�比赛�等敏感词。

江苏卫视主持人孟非在《非诚勿扰》的开场白,已改成�欢迎收看大型生活服务类节目
�,而不是最初的�婚恋交友类节目�。

湖南卫视先是老板被请�喝茶�,接着两档王牌节目《快乐大本营》和《天天向上》都
被要求改善内容,举办了7年的快男、快女选秀歌唱节目,已被下令停播。

华龙网传媒公司签约歌手杨先生表示,不能把社会道德沦丧的主要责任,归咎于娱乐过
度化。

杨先生:�广电总是发一些很脆弱的通知,说真的,我真的不买帐,我对他们的做法控
制娱乐、钳制舆论,非常不满意。其实是倒退,真正是一个相对道德比较好的社会氛围
的话,其法制本身意义不大了;道德已经沦丧的时候,我们才想到必须要加强法制。�

外界评论指出,中共想用党文化进一步掌控文化娱乐领域,是为了加强对民众思想的控
制和维稳。中共几十年来肆意破坏中华传统文化和道德,是造成当今社会道德沦丧的根
源。

SARFT To Regulate National TV Talent Shows

CCP's State Administration of Radio, Film and Television(SARFT) has issued
a new 'Entertainment Restriction" orderwhich has sparked heated debates
amongst the audiences.

SARFT claims their aim is to cut down on vulgar showsand not on
enternaiment itself, but netizens have set upa votation poll opposing a
political regularization.

SARFT's new "Entertainment Restriction" order will affect34 provincial
satellite channels starting from 2012, limitinga great amount of
entertainment shows across China.

According to an internet public survey on Weibo.com, 57%of netizens object
to the restrictions, while 21% did not mind,and 22% think the shows need
regulating.

A SARFT' spokesman said of the 126 entertainment showsbroadcast each week,
many have identical formulas and thevulgarity of some has prompted
audiences complains.

Mr. Zhang from Tianjin thinks it is an excuse from SARFTto exert more
control over the channels' media content.

[Mr. Zhang, Tianjin Resident]:"In reality, the media has become the
mouthpiece of the CCP.It claims audiences are dissatisfied. What kind of
audiences?Are officials dissatisfied? Who else?

Did they conduct a research? This is the same as withtheir report saying
that "residents are very satisfied with theirliving standards". Who did
they ask? This is just an excuse.

According to SARFT, all TV stations should launch showsthat promote Chinese
traditional virtues as well as socialistcore values.

SARFT says shows revealing the darker side of society needto be restricted
in favor of programs with a harmonious theme.Shows with political
orientations could be rectified or off air.

[Mr. Zhang, Tianjin Resident]:"This follows the CCP's Central Propaganda
Department goalto create more propaganda, such as people have happy lives.

All lifestyles on CCTV programs or on News Simulcastare communist ones. Who
do they want to rectify?They never expose the darker side of society.

In fact, what Citizens have done is to expose evildoers,their crimes, and
the crimes from the one-party dictatorship."

Netizens say that: "The program most in need of restrictionis CCTV's News
Simulcast." Or: "National affairs are limited,now it's romantic shows, what
else do you want us to do?"

Viewers in favor of restrictions say that Chinese TV showsare too shallow
or too vulgar. But with so many limitations,audiences might end up in favor
of online programming.

Mr Wang, Chief Supervisor of the Movie & TVAssociation spoke to NTD.

[Mr. Wang, Movie & TV Producers Association]:"Radio and TV have
entertainment functions. If too muchemphasis is put on propaganda,
civilians will not be happy.It's certainly not good to broadcast vulgar
shows.

But these days, as more people are in pursuit of money,it doesn't work if
you don't expose those darker aspects.Watchdog journalism is very
important, as a supervision role"

Talent Show 3rd Quarter of Shanghai Oriental TVhas dropped sensitive words
in its promotions such as"talent-search", "open audition" and "contest".

Meng Fei, the Jiangsu TV's host of matchmaking show"If You Are the One",
has changed its prologue to:"Welcome to a great life-enhancing program. "

Hunan Satellite TV has revised its shows content such as"Happy Camp"
and "Progress Every Day" while taking off air"Happy Girl "and "Happy Boy"
after seven years on show.

Mr. Yang, a contract singer with CQ News Media Company,says that the main
cause of moral decline is not causedby the excess of entertainment programs.

[Mr. Yang, CQ News Media Company]:"SARFT always issues some unsustainable
instructions.I never paid any attention. I am not happy with what theyhave
done to control the media, it's a setback in fact.

If society has a relatively good morality, the legal systemis of little
significance. Only when morals have declineddo we think of strengthening
the rule of law. "

Analysts say the Chinese regime wants to controlmore aspects of culture and
entertainment to maintain its"stability" and keep controlling civilians
thoughts.

Over the last decades, the regime has systematicallydestroyed traditional
Chinese culture and values.

达国家近70%。第二,中国20年中,财政收入年均增长率19.5%,远远高于GDP的增
速;中国老百姓享受的福利占税收的8%,而美国占42%。第三,日韩、欧美的行政开
支,占税收支出的1%-2%,中国是46%。第四,最新数据显示,前8个月,全国财政
收入同比增长30.9%。今年财政收入,将突破10万亿。财政收入增长超过经济增长,更
是远远超过老百姓收入的增长。文章说,政府太有钱了!政府太会找钱了!地产税竟然
多达60多种,最终都转嫁到房价上来,加到了谁的头上?老百姓穷啊!他们仍然不放
过,利用各种合法或非法的手段,榨取老百姓钱财。文章说,这个党夺取政权后,让中
国人民站起来了吗?富起来了吗?站起来的是政府,富起来也是政府,而不是广大的老
百姓。德国学者戈得谢德说过,只有穷政府才会成为民主政府。因为没有财产的政
府,才会用公共服务来换取收入,才会依赖于纳税人,最终受制于纳税人。与此相
反,拥有财产的富政府,是不需要纳税人的,其行为当然就会是专制的。福布斯指
称,中国税负的痛苦指数世界第二。中共官方否定,专家也出来辩解。究竟是不是,老
百姓心里最明白。当人们不相信政府的时候,还能相信专家吗?一个太有钱的政府,难
道不是老百姓贫穷的根源吗?政府太有钱,好不好?政府说好,政府养的专家也说
好,但老百姓不会说好,因为,太有钱的政府,对人民来说,是一个灾难。

最近,北京航空航天大学教授王福重,在微博里说了这么一句话:�祈祷天宫一号发射
失败�。这句话被认为是�不良言论�,受到一些网友的指责。网上有篇题目叫�不良
言论说了句公道话�的文章,提出了自己的看法。文章说:航天工程投资巨大,是个无
底洞,王福重希望政府注意搞好航天投资和民生之间的平衡,这是他的本意。结合当前
的社会实情,他的说法有一定的道理。中国航天成绩,源于毛时代的两弹一星,有极强
的目的性。太空实验室,需要钱财巨大,会影响人们的生活水平。实际上,美俄的太空
站也在逐渐的退出和废弃。中国现在的航天,更多的偏重于显示当朝政绩,起到给老百
姓打鸡血的作用。八年来,一但有航天发射,媒体哪回不是开足马力,全天侯,全方位
报导,让老百姓激动上半年。而其他方面的政府表现,可以用民怨极大来形容:全面贪
腐,下岗悲惨,道德滑坡,教改医改失败,转基因肆虐,公检法失信,物价上涨。就连
一直蒙人的GDP,也像被针扎破的气球,露出真像,人民根本享受不到GDP增长的好处。
现在的航天方面的巨额投入,是不是在排挤民生,政府心知肚明,但不愿意说,也不敢
说。如果国泰民安,边疆稳定,人民生活富足,政治清廉,社会公平真像太阳一样,照
着中国每一位公民。公民们自会举双手赞同的,遗憾的是事与愿违。所以,人们要了解
王福重所讲的话的背后的含意,不要光看到表面的字意。

差别很大
