【禁闻】限娱令引舆论沸腾 广电自称党喉舌

【新唐人2011年10月28日讯】中共广电总局向国内各大电视台下发了�限娱令�,引起
各界舆论沸腾,大多数网民持反对意见。面对民间的质疑声浪,广电总局解释并否认实
施�限娱令�,声称不是限制娱乐,而是反对庸俗媚俗。网民们发起投票,反对将娱乐
节目政治化。

广电总局近日公布,从明年开始,对全国34个卫星频道节目实施调控,大幅度限制娱乐
节目的播出量。

在新浪微博的一项调查中,57%的网友表示:�反对,最后一点娱乐都受限制了。�无
所谓的占21%,只有22%的网友认为:�支持,现在的娱乐节目确实需要整治。�

10月26号,广电总局发言人在回应媒体质疑时说,全国卫视一周播126档娱乐节目,部
分节目过度娱乐化、格调低俗、形态雷同,不少群众意见很大。

天津市民张先生表示,广电是找一个藉口,加强控制电视广播等新闻媒体。

张先生:�实际来讲,新闻媒体已经是党的喉舌了。群众意见很大,是哪部分群众意见
大呀?是官员的议论大,还是谁的议论大呀?它搞调查了吗?就如同官方报导的一样
'人民生活水平很满意',他据他们调查,你调查谁了呢?他们就是找一个藉口,自吹自
擂的一种藉口。�

广电发言人强调,广播电视是党的喉舌工具。广电要求每个卫视开办弘扬中华传统美德
和社会主义核心价值的道德类栏目。

广电还规定,凡是记录社会阴暗面的节目都要受到限制,鼓励制作和谐主旋律的节
目,凡是出现政治导向、价值取向、格调等问题,将责令整改甚至停播。

张先生:�就是按中宣部的意图,去搞宣传,人民的'幸福生活',生活在中央电视台里
面、中央《新闻联播》里面,那都是共产主义,他们还要怎么改啊。所谓的阴暗面,他
不说阴暗面,实际来讲,老百姓揭露的就是流氓的罪恶,是揭露他们的罪行,一党独裁
的罪行。�

许多网民批评广电总局�最不道德�,有的网友直言,�最该被限制的应是央视《新闻
联播》。�还有的说,�你既不让人谈国事,还不让人谈风月,到底要我们干嘛?�

在一片反对声浪中,也有部分网友力挺�限娱令�。有的网友认为,中国电视节目太空
洞,有些娱乐节目确实低俗,该限。可限多了,就不愿交电视收看费,不如去网上看。

中国一个影视制作协会监事长王先生接受《新唐人》采访,谈了他的看法。

王先生:�其实,广播电视有娱乐功能,娱乐功能也是很重要的,你过份的强调它的宣
传功能,恐怕有些老百姓就不高兴。但有些娱乐过于庸俗、过于低俗,那也是不太好
的。现在人们的精神追求总是向钱哪,现在这个阴暗面你不揭露也不行,舆论监督很重
要的,监督功能!�

各大卫视都已开始节目改版调整,应对�限娱令�带来的冲击。上海东方卫视《中国达
人秀》第三季,在宣传上尽量避免�选秀�、�海选�、�比赛�等敏感词。

江苏卫视主持人孟非在《非诚勿扰》的开场白,已改成�欢迎收看大型生活服务类节目
�,而不是最初的�婚恋交友类节目�。

湖南卫视先是老板被请�喝茶�,接着两档王牌节目《快乐大本营》和《天天向上》都
被要求改善内容,举办了7年的快男、快女选秀歌唱节目,已被下令停播。

华龙网传媒公司签约歌手杨先生表示,不能把社会道德沦丧的主要责任,归咎于娱乐过
度化。

杨先生:�广电总是发一些很脆弱的通知,说真的,我真的不买帐,我对他们的做法控
制娱乐、钳制舆论,非常不满意。其实是倒退,真正是一个相对道德比较好的社会氛围
的话,其法制本身意义不大了;道德已经沦丧的时候,我们才想到必须要加强法制。�

外界评论指出,中共想用党文化进一步掌控文化娱乐领域,是为了加强对民众思想的控
制和维稳。中共几十年来肆意破坏中华传统文化和道德,是造成当今社会道德沦丧的根
源。

SARFT To Regulate National TV Talent Shows

CCP's State Administration of Radio, Film and Television(SARFT) has issued
a new 'Entertainment Restriction" orderwhich has sparked heated debates
amongst the audiences.

SARFT claims their aim is to cut down on vulgar showsand not on
enternaiment itself, but netizens have set upa votation poll opposing a
political regularization.

SARFT's new "Entertainment Restriction" order will affect34 provincial
satellite channels starting from 2012, limitinga great amount of
entertainment shows across China.

According to an internet public survey on Weibo.com, 57%of netizens object
to the restrictions, while 21% did not mind,and 22% think the shows need
regulating.

A SARFT' spokesman said of the 126 entertainment showsbroadcast each week,
many have identical formulas and thevulgarity of some has prompted
audiences complains.

Mr. Zhang from Tianjin thinks it is an excuse from SARFTto exert more
control over the channels' media content.

[Mr. Zhang, Tianjin Resident]:"In reality, the media has become the
mouthpiece of the CCP.It claims audiences are dissatisfied. What kind of
audiences?Are officials dissatisfied? Who else?

Did they conduct a research? This is the same as withtheir report saying
that "residents are very satisfied with theirliving standards". Who did
they ask? This is just an excuse.

According to SARFT, all TV stations should launch showsthat promote Chinese
traditional virtues as well as socialistcore values.

SARFT says shows revealing the darker side of society needto be restricted
in favor of programs with a harmonious theme.Shows with political
orientations could be rectified or off air.

[Mr. Zhang, Tianjin Resident]:"This follows the CCP's Central Propaganda
Department goalto create more propaganda, such as people have happy lives.

All lifestyles on CCTV programs or on News Simulcastare communist ones. Who
do they want to rectify?They never expose the darker side of society.

In fact, what Citizens have done is to expose evildoers,their crimes, and
the crimes from the one-party dictatorship."

Netizens say that: "The program most in need of restrictionis CCTV's News
Simulcast." Or: "National affairs are limited,now it's romantic shows, what
else do you want us to do?"

Viewers in favor of restrictions say that Chinese TV showsare too shallow
or too vulgar. But with so many limitations,audiences might end up in favor
of online programming.

Mr Wang, Chief Supervisor of the Movie & TVAssociation spoke to NTD.

[Mr. Wang, Movie & TV Producers Association]:"Radio and TV have
entertainment functions. If too muchemphasis is put on propaganda,
civilians will not be happy.It's certainly not good to broadcast vulgar
shows.

But these days, as more people are in pursuit of money,it doesn't work if
you don't expose those darker aspects.Watchdog journalism is very
important, as a supervision role"

Talent Show 3rd Quarter of Shanghai Oriental TVhas dropped sensitive words
in its promotions such as"talent-search", "open audition" and "contest".

Meng Fei, the Jiangsu TV's host of matchmaking show"If You Are the One",
has changed its prologue to:"Welcome to a great life-enhancing program. "

Hunan Satellite TV has revised its shows content such as"Happy Camp"
and "Progress Every Day" while taking off air"Happy Girl "and "Happy Boy"
after seven years on show.

Mr. Yang, a contract singer with CQ News Media Company,says that the main
cause of moral decline is not causedby the excess of entertainment programs.

[Mr. Yang, CQ News Media Company]:"SARFT always issues some unsustainable
instructions.I never paid any attention. I am not happy with what theyhave
done to control the media, it's a setback in fact.

If society has a relatively good morality, the legal systemis of little
significance. Only when morals have declineddo we think of strengthening
the rule of law. "

Analysts say the Chinese regime wants to controlmore aspects of culture and
entertainment to maintain its"stability" and keep controlling civilians
thoughts.

Over the last decades, the regime has systematicallydestroyed traditional
Chinese culture and values.
