【新唐人2011年7月27日讯】中国的贫富悬殊、社会不公、官民对立日趋恶化,中国人
的怨气越来越大,已构成严重的社会和政治危机。�中国社会科学院�社会问题研究中
心主任于建嵘最近指出,仇官、仇富、仇警是今天中国最基本的社会心态,中国社会将
来一定会发生非常大的动荡。

在7月20号�第22届香港书展�开幕日,著名社会学者于建嵘教授发表演讲,综述了十
年以来农民工人和市民维权的趋势,他提到:甚至连河南省的党校教师也罢课维权。

他指出,今年各地层出不穷的�群体性事件�,显示中共政权失去了民众的基本信
任,星星之火就能轻易引发�群体性事件�甚至酿成骚乱。

于建嵘:�我告诉你们一个到大陆吵架的方法,只要你和人家吵架,你实在吵不过他
了,你只要讲一句话你就赢了:'你不就是个当官的么?'讲完之后,肯定好多老百姓围
过来,'当官怎么样了。'为什么?仇官、仇富、仇警是今天中国最基本的社会心态。�

《华尔街日报》引述�中国改革基金会�国民经济研究所副所长王小鲁的独立研究
说,中国最富10%人口每年收入接近20200美元,是10%最穷人口的25倍。

�美林�公布的�2011全球财富报告�显示,2010年中国拥有百万美元以上资产的富豪
达53.5万人,位列全球第四。�世界奢侈品协会�的报告指出,2012年中国将取代日本
成为全球第一大奢侈品消费国。

中国有钱人狂购天价豪宅、钻石、名车、名表等奢侈品,而在通货膨胀的压�下,普通
劳动者的收入应付生存所需的柴米油盐和居住、医疗及子女教育,都捉襟见肘。

经济学家郎咸平教授表示,中国工人的平均工资一小时只有0.8美元,比非洲还低,位
列全球最后一名,而中国工人一年的工作时间却是全世界最长的。

欧美甚至巴西的居民消费占GDP的比重都在60-70%以上,而中国居民消费仅占GDP的
29%,郎咸平教授归因于普通中国人太贫穷。

另一方面,中共当局的财政收入却年年大幅度增长,今年上半年已超过5.6万亿,比去
年同期增长31.2%。这就是海内外学者同声指责的�国富民穷�。

于建嵘:�前一个阶段它靠的是改革开放、什么政绩、GDP、什么发展的效率;最近一
个阶段开始有人重回革命、要把原来革命的合法性又拿回来,这是共产党今天遇到的一
个很大的问题。所以它今天很困扰,什么教育都没有用,你讲所有的理论提出来,都在
老百姓那里变成了笑话。�

温家宝最近表示,不指望中国诸多社会不公问题在近期内能得到解决。原赵紫阳政治秘
书鲍彤指出,胡温现在的任务是为下一届领导班子�创造条件�、�不制造问题�,但
这种做法只会带来更多的麻烦。

目前,中共当局用于暴力维稳的经费已超过军费。于建嵘教授表示,中共为了�维稳�
不惜牺牲民生和一切资源,甚至把文革那一套都拿出来了,实际上存在巨大的风险。

于建嵘:�我们需要政治改革,而且我认为最关键的问题,今天要保障公民的言论自
由。假如我们今天每一个人都把宪法法律当成草纸,我们都怀着一腔的仇恨,我认为中
国社会将来一定会发生非常大的动荡。�

《炎黄春秋》杂志副社长、原新华社高级记者杨继绳,最近出版《中国当代社会阶层分
析》一书,引发很大反响。这本书在国内曾屡遭中宣部禁止,今年(2011年)终于解
禁,公开发售。

杨继绳指出,改革开放以来,�蛋糕�最大的部分被付出少却有权的人占有,付出最多
而没权的人只能得到剩余,这就造成了社会的仇官仇富现象。

Wealth gap, conflicts between officials and the public andsocial injustice
in China are getting worse.People' grievances have developed intoserious
social and political crisis.Yu Jianrong, director of Social Research
Centerof Chinese Academy of Social Sciences (CASS),recently pointed out
that hatred toward officials, the rich,and the police is becoming the base
of mentality in China.This can lead towards a mass scale social
turbulencein China.

On July 20, at "The 22nd Hong Kong Book Fair,"renowned sociologist
Professor Yu Jianrong gave a speechabout the trend of defending the human
rightsof migrant workers and other citizens in the past decade.He mentioned
that even teachers of the CCP's Collegein Henan Province went on strike to
defend their rights.

He pointed out that this year's continuous "mass incidents"are a reflection
of people's loss of trust in the CCP's regime.A small spark can lead to
mass-scale incidentsand even riots.

Yu Jianrong: Let me tell you how to quarrel in China.

If you are not winning the argument, you just need to say:"You are an
official, so what?"Once you say that, a lot of people would gather around
and say:"What's so great about the officials?"Why is that? The hatred
toward the government, the richand the police is the base of the social
attitudes in China today.

Wall Street Journal quoted Wang Xiaolu, a deputy chairman

of National Economic Research Instituteof China Reform Foundation in his
independent research:"The top 10% rich people in China have an annual
income25 times higher than that of the bottom 10%."

According to Merrill Lynch's 2011 World Wealth Report,in 2010, China had
535,000 millionaires, the 4th in the world.World Luxury Association (WLA)
reported that in 2012,

China is expected to take over Japan to be the #1 countryin consumption of
luxury goods.

Rich people in China acquire expensive mansions, diamonds,cars, watches and
other luxury goods.Ordinary workers, facing inflation, even have a hard
timeto afford daily necessities, health care and education expenses.

Economist and professor Lang Xianping indicated that

the average hourly salary of Chinese workers is $0.8,lower than that in
Africa, and the lowest in the world;but the Chinese workers' working hours
arethe longest.

In Europe and Brazil, consumption-GDP ratios are above 70%,while in China
it is only 29%.Professor Lang attributed that tothe poverty of ordinary
Chinese people.

Meanwhile, the CCP government revenue grows steadily,with H1 2011 reaching
$5.6 trillion, up 31.2% from 2010.This "wealthy government - poor people"
phenomenonin China is being criticized by overseas scholars.

Yu Jianrong: Previously the CCP relied on the reform,the so-called
performance, GDP and development efficiency.Recently, some people wanted to
return to the revolution,and take away the CCP's legitimacy.This is CCP's
problem of today.

It is very troubled and its so-called 'party education' is useless.All the
theories they put forward are jokes to the people."

CCP's Premier Wen Jiabao recently said, he does not expectthe social
injustice to be resolved in the near future.Bao Tong, former political
secretary of Zhao Ziyang,(an ex-CCP leader but was sympathetic to the
students in 1989),pointed out that Hu Jintao and Wen are "creating
conditions"for the next leadership, but they actually bring more trouble.

Currently, the CCP's expenditures on stability maintenancevia violence has
surpassed China's national defense funding.Professor Yu said that the CCP,
in order to "maintain stability,"

uses all the resources at the expense of people's livelihood,just like it
did during the Cultural Revolution.In fact,there is a high risk.

Yu Jianrong: We need a political reform.The key issue is to safeguard
people's freedom of speech.If everyone regards the law as waste papers and
we have hatred,there will be mass turmoil in China in the future."

Yang Jisheng,VP of The Yanhuang Chunqiu Magazineand former senior reporter
of Xinhua News Agency,published "China's Contemporary Social Class
Analysis."The book had great repercussions and was bannedmultiple times by
the Ministry of Central Propaganda in China.Its ban was finally lifted in
2011.Now it is available for sale.

Yang points out that since China's reform and opening up,

the biggest part of the "pie" belongs to a small numberof people with
power, who did not contribute much for it.Those who work hard for it do not
get any,and this has resulted in hatred of the officials and the rich.

【新唐人2011年7月27日讯】�国际货币基金组织�年度报告认为,中共当局应促使人
民币升值,来对抗通货膨胀、房地产泡沫及不断减弱的货币控制能力,同样对改善中国
人民生活水准和削减与交易伙伴的冲突,也是必要的。专家指出,人民币升值不会改变
老百姓生活水准,老百姓受�通胀之苦�是由于垄断造成的。

利用公布对中国经济的年度评估报告的机会,�国际货币基金组织�敦促中共当局允许
人民币升值,以应对不断恶化的通货膨胀和房地产泡沫问题,并且实施规划中金融改
革,提振国内需求,改善中国百姓生活水准,和减少中国与交易伙伴的贸易冲突等相关
问题。

对此,著名经济学家程晓农表示,�国际货币基金组织�之所以提出这样的建议,是因
为他们不了解中国的情况,对中国的经济不了解造成的。

程晓农:"进口价格下降,人民币升值了,得好处的并不是老百姓,而是中国垄断的国
营企业。因为他们操纵价格。'国际货币基金组织'的错误在于,他误把中国当作'市场
经济',其实中国是'假市场经济'。老百姓受到通货膨胀的苦并不全是进口商品造成
的,很大程度上是国民垄断企业垄断价格造成的

中国问题分析家伍凡先生则认为,中国经济面临的各种问题,说明以GDP为中心的生产
模式,走到了死胡同。

伍凡:"还是以GDP为中心,还是以掠夺土地、掠夺资源、掠夺工人的工资,这样的一个
掠夺性的主导思想。经济另外一个侧面,国家的税收,一个月的收入超过一万亿,税收
的收入超过GDP增长速度3倍,而工人的收入、农民、普通民众的收入在GDP的总份量中
在持续的下降,现在从12%下降到8%。"(声音来源:希望之声电台)

�国际货币基金组织�还认为,人民币被"大幅"低估。这个组织的一个磋商小组估
计,人民币按不同计算方法被低估的程度在3%到23%之间。他们认为,由于中国央行印
制大量人民币来购买美元,这让人民币兑美元的升值速度,无法达到在市场力量作用下
本该具有的水准。

程晓农对此表示,由于中国货币储备过多,热钱进来过多,人民币的升值压力始终很
大,中共当局允许小幅度升值,但是远远达不到国际社会认为应该达到的水准,所以离
人民币对美元的正常汇率还是差的很远。

程晓农:中国现在本身就面临严重的通货膨胀,在这种情况下人民币进一步升值的
话,中国(共)政府面临的压力就更大。所以中国(共)政府根本不可能听,他只是为
了应付国际压力做一些小幅度的升值,应付差事。

像上个世纪80年代,日本日元升值过大,经济受到很大打击。中共当局害怕出现类似情
况,一直坚持货币政策改革属于中国自己的主权问题。

�中国国家统计局�原总经济师姚景源最近指出,人民币大幅升值将挤压出口企业利润
空间,抑制出口规模。他认为,如果人民币大幅升值,出口会受到打击,失业问题将立
刻出现。

那么中国人民币汇率问题如何根本解决呢?

伍凡先生认为,中国只有把�出口经济�转变成�内需经济�,也就是必须增加老百姓
的收入,必须让老百姓富裕起来,而不只是政府富裕。让老百姓得到好处,才能使社会
稳定,也不需要那么多的�维稳费�,不需要那么多的镇压老百姓的机构,把经费用来
增加国内的�生产基金�,这样才是社会的美好前景。

IMF Urges RMB to Appreciate

The International Monetary Fund's (IMF) annual report urgesthe Chinese
Communist Party (CCP)to facilitate the appreciation of the RMB,tackle
China's runaway inflation,deal with its real estate bubble,diminish its
currency control,improve people's lives,and reduce conflicts between its
trading partners.Some experts say that the appreciation of the RMBwill not
change people's living standards,since the "inflation" people are suffering
fromis the result of state-controlled monopolies.

The IMF's annual report on China's economy urges the CCPto appreciate the
RMB, tackle China's rising inflation,deal with its real estate bubble
crisis,implement financial reforms to boost domestic demand,improve the
lives of its people,and reduce ongoing conflicts between its trading
partners.

Cheng Xiaonong, a well-known economist, said thatthe IMF made these
suggestions,because they do not know the real situation in Chinaor
understand its economy.

Cheng Xiaonong: If China's import prices dropand the RMB appreciates,the
ones who benefit will be China's monopoly enterprises,not the people, as
those monopolies control prices.The IMF's conclusion is wrong becausethey
mistake China's 'fake market economy' for real.The inflation people are
suffering fromis not the result of imports, but of monopolies."

Wu Fan, China issue analyst, believes that all the problemsthat China's
economy is facing indicate thatthe GDP-centered production mode hasreached
an impasse.

Wu Fan: (The current production model) is GDP-centeredand is based on the
idea of plunderingland, resources, and workers' wages.The state
revenue,another aspect of the economy,is over RMB 1,000 billion per
month,which is three times of the GDP growth.However, the proportion of the
ordinary peoplein the total GDP has decreased from 12 % to 8 %."

The IMF also believes that the RMB is greatly undervalued.

A consulting group from the IMF estimates that according todifferent
calculations, the RMB is undervalued by 3% to 23%.They believe that since
the People's Bank of Chinamass prints RMB bills to buy USD,the appreciation
rate of the RMB cannot reach the level expectedunder the current market
forces.

Cheng said thatsince China has too much currency reserve and "hot
money,"the pressure on the RMB's appreciation is considerable.

The CCP allows for a slight appreciation,which is far below international
expectations,so the RMB has a long way to go beforeit reaches a normal
exchange rate with the USD.

Cheng Xiaonong said: "China is facing a severe inflation.Thus, if the RMB
appreciates further,the CCP will be facing even more pressure.

Therefore, it is not possible for the CCP to go along withthe international
community's wishes and advice.However, facing international pressure,the
CCP has appreciated the RMB in token amounts.

Similar to the over appreciation of Japanese yen in the 1980s,which greatly
affected Japan's economy,the CCP is afraid that a similar situation
wouldhappen in China if the Yuan appreciated.Therefore, the CCP insists
that currency reform isa sovereign right issue.

Yao Jingyuan, ex-chief economist of State Statistics Bureau,

recently said that a large RMB appreciation will cutexport enterprises'
profit, thus lowering export volume.He believes that a large RMB
appreciation will hurt exports,immediately resulting in widespread
unemployment.

So how can the RMB exchange rate problem be solved?

Wu Fan believes that China should turn its export economyinto a domestic
economy, which will increase people's incomeand make people rich rather
than making the government rich.Only by benefiting the people, can a
society be stabilized.Then there is no need of so much "stability
maintenance fee"or so many government agencies to suppress people.Simply
use the vast amounts of money that the CCP now holdsto produce goods in
China, for the Chinese people,which will in turn provide create a better
future for the Chinese.

【新唐人2011年7月27日讯】7月23号晚上8点27分发生的福建温州动车惨案,不仅让神
州大地为之哀痛,也成为国际社会聚焦的热点。曾经向中国高铁建设提供了技术转让的
日本,对事故给予极大关注。25号,日本外务副大臣伴野丰向中共当局提出:要认真查
明事故原因。有学者指出,日本高铁49年未发生死亡事故,即便是小事故,也会耗费数
个月以上的时间认真调查,不会草率解决。

温州动车惨案发生后,事故的原因分析成了各界舆论的焦点。大陆铁道部新闻发言人王
勇平24号表示,初步了解,追尾事故的原因是雷击造成设备故障导致的。

日本媒体25号报导说,发生追尾的列车很可能是由日本�川崎重工�提供技术的CRH2型
列车。

不过,日本《朝日新闻》援引日本铁路公司�新干线�技术人员的话报导说,中国高铁
采用的日本技术只有车辆,信号等�运行系统�是中国独自开发的。这位技术人员分
析,如果事故是�追尾�造成的,原因就不是�车辆�而很有可能是�运行系统�的故
障。

日本外务副大臣伴野丰25号在记者会上就�动车追尾事故�表示说:"中国(共)政府
应该查明原因努力防止再次发生事故。" 日本最后一段。

24号凌晨4点,事故发生仅8个小时后,铁道部就声称搜救结束,并将追尾列车的车头掩
埋。 24号下午 5点 50分左右,两岁半女童项玮伊被发现并获救。

铁道部的举措引发了强烈的舆论质疑。伴野丰也就此表示,希望中方改善应对措施。

�当代中国研究中心�的学者杨中美对《美国之音》说,日本高铁近半个世纪,也没有
死人事故发生。即便发生其他故障,也是每次数个月、半年甚至一年的时间寻找问
题,直到解决为止。

日本民众春野小姐觉得难以理解。她说,在日本是根本不会发生这样的事情。

日本春野小姐:" 绝对不会的,这是常识吧,不是重要的证据吗?损坏了这么重要的证
据,会让人怀疑是不是打算好好调查 。"

在大陆新浪微博的民调也显示,认为当局这个举动的目地是�毁灭证据�的占 98%。

而在事故发生34小时后,事故路段25号恢复全面通车。

日本春野小姐:"事故发生还没过38小时,许多事情还没弄明白,就重新开始通车,连
客人的生命安全都不知道能不能保证吧。如果在日本发生了这样的事故,没查清原因之
前一定不会让重新通车的。"

中国高铁线路开通只有四年功夫,但中国高铁已经成为全世界最长。从明年开始,中国
高铁还将延长到一万三千公里。据说这个速度是日本的4倍。

香港《苹果日报》的评论说,从高铁、动车的超速发展,到现场救援的草率,显示当局
的心态是:快速发展比人命重要、世界第一比安全重要、恢复通车比救人重要!

而春野小姐小姐说,如果有机会去中国的话,她恐怕不打算坐中国的高铁。

旅日学者杨中美则认为,中共当局钜额投资建设铁路,支撑经济快速增长,一下买了德
国、法国、加拿大、日本四国的技术,搞了一次大跃进,又加上中共体制腐败,各级官
员都贪污,就把高铁搞糟了。

not only shook China, but also gained world attention.Japan, who sold high
speed rail technology to China,also paid great attention over the
incident.On July 25,Japanese Deputy Minister of Foreign Affairs,Yutaka
Banno told the Chinese government:to take great care to find the cause.Some
scholars pointed out thatJapan hadn't had a high speed rail accident in 49
years.Even for small incidents, the Japanese would spend monthsmeticulously
investigating them.

After the Wenzhou high speed rail accident, all sides aretrying to find out
the cause.China Ministry of Railways spokesperson Wang Yongpingsaid on July
24 thatthe preliminary investigation points toequipment failure after the
lightening strike.

Japanese media reported on July 25 thatthe trains involved were probably
CRH2 trains thatbought the technology fromKawasaki Heavy Industry, LTD.

However, according to the Japanese Asahi News'interview with a Japanese
train engineer,China's high speed rail only adopted Japan's train
technology;the operating system, however, was developed by China.The
engineer said, if it was a rear-end collision,then it's the operating
system to blame.

Japanese Deputy Secretary for Foreign Affairs,Yutaka Banno, said on July 25
thatChina should find out the cause of the accidentand prevent the same
from taking place in the future.

8 hours after the accident, at 4 a.m. on July 24,the Ministry of Rails
announced conclusion to the rescue,and buried the front carriage of the
rear-end train.

Around 5:50 p.m. on the same day, rescuers founda 2.5-year-old female
survivor, Xiang Weiyi.

The ministry's actions were called into questionby the public.

Scholar Yang Zhongwei of Contemporary ChinaResearch Center said thatJapan
hadn't had an accident in the past half a century.

When they had malfunctions, they spent months and yearstrying to find out
the cause.

Ms. Haruno from Japan said that it's incomprehensible;this would not happen
in Japan.Ms. Haruno: No way, this is common sense.These [carriages] are
important evidences.Why do they destroy them?It casts doubts on their
willingness to investigate."

According to a poll on China's Sina microblog, 98% believethe ministry is
trying to cover up and destroy evidences.34 hours after the accident,the
track involved in the accident had resumed traffic.

Ms Haruno: It's no more than 38 hourssince the accident,they don't even
know the full extend of the accident,yet they have reopened the track for
traffic.They don't know if it's safe for passengers.

If this were in Japan, they would not open the tracksuntil they discover
the cause of the collision."

China only took 4 years to buildthe longest high speed rail tracks in the
world,and come 2012,the rails would extend to 13,000 Km [808 Mi].That's
about 4 times the length of theJapanese bullet train tracks.

Hong Kong's Apple Daily's editorial comments that fromhigh speed rail's
speeding to the sloppiness of the rescue,all reflect that the authorities
put growth over human lives,"world's no.1" over safety,and resuming traffic
over rescuing survivors.

Ms. Haruno said if she should visit China,she's would not plan to take the
high speed rail.

Chinese scholar residing in Japan, Yang Zhongmwei,Said that the Chinese
government invested a great dealinto the rails to support the economic
growth.

They purchased technologies from Germany, France,Canada and Japan, creating
another "Great Leap Forward."The corruption in various levels of government
and party,has made the rail to rot from within.

25号早上10点半,从温州南站出发,开往上海的列车驶过了�温州动车追尾事故�现
场。事故发生还不满38小时,在很多问题都还疑点重重的情况下,出事路段已经恢复通
车。

目前中共当局表示,事故原因是由于雷击导致设备故障。中共媒体一开始还将D301次列
车司机潘一恒树立为英雄,不过民间则怀疑�调度不当�,和�司机疲劳驾驶�。

香港工程师学会前会长梁广灏:�正常情况无论什么天气,有任何机械的损毁,电脑的
损毁,应该在后面的车是有足够时间停车的。最大的问题是,列车应该有自动保护系
统,前面的车停了,后面的车与之相近,就会自动刹车的。为何原因它没刹车,这个我
也不好去推论。�其次、当局现场应急处理也疑点重重。

24号凌晨2点多,搜救工作结束,之后在现场坠落的几节动车车厢旁挖了几个直径10米
左右的大坑,挖土机直接对车厢进行破坏拆卸,并将车厢的一些碎片进行碾压,然后推
入坑中掩埋。

中共铁道部解释说,是为了�腾出空间,便于抢险� ,但中国民众质疑,铁道部是在
�毁尸灭迹� 。

《美国中文网》报导说,7月24号下午,中共当局曾经宣布车厢内已经没有生命迹
象,要对车体进行拆解。但就在这条消息宣布不久,又有一名小孩从车厢中被搜救出
来。铁道部发言人王勇平却说:�这只能说是生命的奇迹。�

不过,中共当局处理事故的态度被网友批为�野蛮�。民众质疑:为什么不保护现场和
损毁的车辆,进行鉴定研究?车厢中还留有遗物,甚至可能有遇难者在弥留之际用数码
设备录制了遗言。

�温州动车追尾事故�也引发了海外媒体的质疑。

日本《每日新闻》25号的文章说,中国的高铁一方面引进�外国的技术�,改良后在国
内制造列车,另一方面�控制系统�使用的是�中国产�,这样�构造上�的问题,必
然导致中共领导层的威信低下,毕竟中共是以�高铁�作为经济发展的像征。

香港工程师学会前会长梁广灏:�前面有障碍物,是会有足够时间停的,这是一个标准
的安全措施,是全世界都通用的。我也相信这些列车有这些配备。有了这些配备,为什
么还无法操作,我也很疑惑,我觉得当局要彻查。�

但是中共政权�管不住列车,管得住报导�。24号,当局举行记者发布会,却只允许喉
舌媒体《新华社》、《中央电视台》及《人民日报》的记者进入,引起了在场记者的公
愤。

另有中国媒体人士透露,各媒体已经接到中宣部通知,要求对�温州动车追尾事故
�,要及时报导铁道部发布的消息,各地媒体不派记者去采访,特别是要管好子报、子
刊和网站,不要链接高铁发展相关信息,不做反思性报导等。

Questions about Train Crash

On July 23, two high-speed trains rear-ended in Wenzhou.It has caused more
than 200 casualties by July 25.However, before the cause is determined by
an investigation,

China's Ministry of Railways crushed and buriedthe broken train carriages
within 38 hours after the accident.This raised the media's and people's
doubts.Meanwhile, the railway was reopened.

At 10:30 a.m. on July 25, within 38 hours after the train crash,the railway
was reopened,despite many unanswered questions regarding the accident.

Chinese Communist Party (CCP) authorities explained thatthe accident was
due to lightning-induced equipment failure.At first, the CCP's mouthpiece
media even praisedPan Yiheng, the driver of the crashed train D301, as a
hero.The people, however, suspected "improper scheduling"and "drowsy
driving" to have caused the crash.

Some netizens raised ten questions about the accident anddemanded responses
from the Ministry of Railways.Others questioned the immediate burial of the
wreckage.Still others criticized the authorities for covering up the truth.

Netizens' "Ten Questions" are:

1. When did the accident happen?

2. What equipment was destroyed by lightning?How to prevent this in the
future?

3. How did the "automatic block system" onthe second train function when it
rear-ended the first train?

4. Why was D301 running behind D3115,not according to their schedules?

5. Why was the railway reopenedbefore the accident investigation finishes?

6. Why were the wrecked train carriages buriedinstead of being towed away
for further investigation?

7. What is the exact number of casualties?

8. How come the officials of Railway Ministry wereappointed so quickly?9.
How long is the "run-in period" for motor trains?

10. How to compensate the victims?

Edmund Leung, ex-president ofHong Kong Institution of Engineers,
said,"Under normal circumstances, regardless the weather,mechanical or
computer damages,there should be enough time for the second train to stop.

It is the most important for a train to havean automatic protection
system.With this system, when approaching another train,the moving train
should automatically brake.Why didn't that happen?It is hard for me to
conclude."

When the rescue work finished at 2:00 a.m. on July 24,authorities ordered
to dig several large pits of 10m in diameter.After demolishing the broken
train carriages,excavators smashed the debris and buried them in the pits.

Ministry of Railways explained that this was to"make room for easy
rescue."However, the people suspected that the authorities tried
to"eliminate the criminal evidence."

American website SinovisionNet reported thatin the afternoon of July 24,the
authorities announced that there was no more sign of lifeinside the wrecked
carriages and were about to demolish them.However, soon after this
announcement was made,a child was rescued from one carriage.Wang Yongping,
spokesman of the Ministry of Railways,said, "This can only be called a
miracle of life."

Netizens have criticized the authorities for being "savage."

They questioned, "Why didn't you preserve the carriagesfor investigation,
but instead destroyed them?The victims might have left something inside the
cars.They might even have recorded their wills on digital devices.

The accident also caused doubts from overseas media.

According to an article of Japan's Daily News on July 25,

China's high-speed railway combined "foreign technology"with a
"made-in-China" control system.This combination has led to the accident.

This constructional problem would inevitablyjeopardize the CCP leadership's
credibility,since the CCP always showcased the high-speed railwaysas a
symbol of China's economic development.

Edmund Leung: It is a security standard thata train should have enough time
to stop in front of obstacles.I believe that these Chinese trains have such
equipments.However, why the equipments did not prevent the accident?The
authorities should carry out a thorough investigation. "

Although the CCP cannot control the railways,they can, instead, control the
media.On July 24, the authorities held a press conference,

allowing only its mouthpiece medias, such as Xinhua News,CCTV and People's
Daily to enter.All reporters present were outraged.

Some Chinese media professionals said thatthey received notices from the
Central Propaganda Department,demanding them to useonly the information
issued by the Ministry of Railways.Media were forbidden to send reporters
to investigate andwere required to control their subsidiary newspapers.

停止。长达1公里的油带漂浮在渤海湾上,造成几千平方公里的海洋污染灾害。有媒体
比较渤海湾事件和去年美国�墨西哥湾漏油事件�,可以看出两国政府面对重大污染事
件的处理态度完全不同。

这个月24号《中评社》北京报导,环保人士汪永晨指出,自6月4号�渤海湾漏油事件�
发生一个多月了,国内媒体虽然零星报导,不过并未在国内引起广泛重视;对照去年
(2010年)4月在美国发生的�墨西哥湾漏油事件�,两国政府在面对同样的环境污染
灾害时,明显不同的处理态度。

报导指出,美国�墨西哥湾漏油事件�受到新闻媒体大力报导,成为美国重大环保事
件。发生第2天,美国政府、媒体、环保组织透过网路随时向民众报告最新消息。即使
远在太平洋对面的中国民众,也可以透过媒体看到许多令人震惊的污染画面。5天
后,美国官员赶到墨西哥湾;第8天,美国总统奥巴马也赶往现场关心处理状况。但奥
巴马和其他官员却受到民间批评。因为美国民众认为,官员的反应速度太慢了!

反观中国的�渤海湾漏油事件�,6月上旬发生后,直到7月5号,才由国家海洋局对外
通报,证实了这次污染事件。在此之前将近一个月内,人们只能通过新浪微博,以及记
者传出的内部消息了解现况。直到7月11号,官方才首度证实至少有840平方公里的水域
受到污染。对此,�国家海洋局�海洋环境保护司司长李晓明的说法是:因为溢油的原
因很复杂,污染面积、发生原因等,需要一定的时间才能得出结论。

报导还指出,�墨西哥湾漏油事件�发生8个月后,美国媒体又进行了新一轮追踪报
导,关注墨西哥湾污染事件的后续赔偿问题与环境复原进度。对此,汪永晨感慨,�渤
海湾漏油事件�发生以来,国内媒体几乎都是淡化处理,也许因为中国还有太多事情需
要报导了。不过汪永晨也猜测,不知道是不是还有别的原因?

近年来中国沿海海域的污染问题越来越严重。《中国之声》25号报导,不只这次的�渤
海湾漏油事件�,以山东省为例,《2010年烟台市海洋环境公报》指出,去年烟台近海
发生3起�赤潮�,最大面积6平方公里,黄海中北部海域持续一个多月发生大面积浒苔
绿潮,光是打捞清理的浒苔就超过9800吨。去年烟台市监测的19个由陆地排污口排放入
海的污水总量达到3亿2千万吨,这些都让中国沿海污染越来越严重,甚至造成民众因食
用深海鱼发生重金属汞中毒等问题。

Different Treatments of Oil Spills

The Bohai Bay oil spill incident occurred in June 2011.However, the oil
spill has not been stopped.It currently stretches up to 1 kilometer andis
polluting thousands of square kilometers of ocean water.Some media compared
this tothe U.S. Gulf of Mexico oil spill incident in 2010.The comparison
shows that the U.S. and Chinese governmentshave different attitudes towards
handling oil spill incidents.

China Review News Agency reported from Beijing on July 24,environmentalist
Wang Yongchen pointed out thatsporadic reports of the Bohai Bay oil spill
incidenthadn't attracted much attention in China.Also, the report compared
the incidentto the U.S. oil spill incident in Gulf of Mexico in April
2010.Both governments have significantly different attitudestowards the
handling of oil spills issues.

The report pointed out that the Gulf of Mexico oil spill

was vigorously reported by the media andbecame a major environmental
incident in the U.S.After the oil spill, the U.S. government, media and
environmentalgroups reported the issue's development on a real time
basis.Even the Chinese people, across the Pacific,could see pictures of the
polluted ocean.Five days after the incident took place,U.S. officials
rushed to the Gulf of Mexico.On the 8th day, Obama came to the scene, as
well.However, they were still criticized for responding too slowly.

As the reported said 8 months after "the Gulf of Mexico oil spill",US
Medias still do follow-up attention to the compensation andenvironmental
restoration progress of the oil spill incidents.However in China,Wang
Yongchen said that after "Bohai Bay oil spill" occurred,the Chinese
national media downplayed the incidents,perhaps there are too many things
the regime needs to report.Wang also speculated that if there are other
reasons?

The Bohai Bay oil spill occurred in early June, butit was not confirmed by
State Oceanic Admin until July 5.Prior to this, people could only obtain
news about the incidenton Sina's micro-blogs and from some reporters.On
July 11, officials confirmed for the first time thatat least 840 square
kilometers of water was contaminated.Li Xiaoming, director of Marine
Environmental Protection Division,

explained that the causes of the oil spill were very complicatedand it
would take some time to reach a conclusion.

In recent years, China's coastal water pollution is getting worse.

Voice of China reported on July 25 that in Shandong,three "red tides"
appeared near Yantai's coast in 2011.The largest one covered 6 square
kilometers of the sea.

In June 2011, more than 9,800 tons of green algae werecollected in the
Yellow seaThe quantity of contaminated water poured from Yantai City's19
discharging outlets into the ocean was 320 million tons.All of these
contribute to China's worsening coastal pollution.

They even resulted in people suffering from mercury poisoningdue to their
consumption of deep-sea fish.
