【新唐人2011年8月29日讯】中共十八大前夕，中共中央密集调整多个省区一把手等省
部级高官，胡锦涛团派势力大增，目前团派主政的省市区数量占绝对优势。在江泽民死
讯传出和赖昌星被引渡回国后，外界分析，江派势力正走向衰落，胡温将主导十八大人
事布局。
据新华社消息，河北省长陈全国接任张庆黎担任西藏自治区党委书记，张庆黎任河北省
委书记；团派背景的罗保铭和秦光荣，分别升任海南和云南省委书记。
张庆黎主政西藏期间以强硬著称，2008年�拉萨事件�遭到当局暴力镇压。�自由西藏
组织�发言人桑德斯认为，这次撤换西藏党委书记，并不意味着中共高层会改变西藏政
策。
接替张庆黎的陈全国，在李克强任河南省长时期，担任河南副省长，因此他被视为李克
强的亲信。2009年，陈全国接替团派的崛起之星----胡春华，出任河北省长。
这次省部级人事调动，还包括海南、云南、江苏、宁夏等省区党委副书记、解放军军事
法院院长等职位，省部级党政换届将陆续展开。
台湾媒体引述消息透露，内蒙古自治区党委书记胡春华、吉林省委书记孙政才，极可能
在十八大前另行调整新职务，包括接任副总理或北京市委书记，配合安排进入中央政治
局。
伍凡：�最近各个省的第一把手都在换，换了4、5个了，团派的力量在上升，江泽民这
一派势力下降。我想这是很正常的了，因为江泽民快死了，那么他的人马要换靠山
了，要么就是要脱离这个位子，让别人上来。�
不久前召开的北戴河会议，外界分析结果有利于胡锦涛团派。随后，胡锦涛亲往深圳、
广州考察，力挺广东省委书记汪洋，汪洋是团派属意的总书记人选。
另一个团派主将李克强则前往香港，作为出任总理前的热身。但他虽然带去了36份大
礼，却由于香港警方保安过严，限制了示威和采访的自由，引发民间抗议。
香港《苹果日报》引述消息透露，李克强访港前后，至少有两名以上公安部副部长级官
员先一步到香港，亲自过问保安，要求加强防范。
公安部属于中央政法委书记周永康主管，加上新华社称李克强�视察�香港的破格说
法，主管宣传的李长春难辞其咎，周、李二人都是江派主将。《苹果日报》质疑李克强
是否遭人陷害，还是他的对手以�保护�之名抹黑他。
国家主席候选人习近平也遭到批评。时事评论员未普指出，美国副总统拜登访华，和习
近平套近乎、拉关系。21号拜登向都江堰青城山高中的学生们作演讲，习近平却兴趣索
然、心不在焉。
拜登演讲结束后，习近平向在场的31名高中生，引述毛泽东的语录：�世界是你们
的，也是我们的，但是归根结底是你们的。�等等。
2009年2月习近平出访墨西哥时，指责那些�吃饱了没事干的外国人�，总是对中国指
手画脚。2009年10月习近平访问德国，向默克尔总理赠送江泽民专著。此外，赖昌星远
华走私案期间，习近平当时担任福建省委副书记、代省长，外界指他也涉案。
伍凡：�现在习近平能不能最终确定，他在没有正式接任之前都可能有变动，因为他还
没有到时间，现在是备位，中间任何时候都可以变动，也有可能接下去，也有可能不
接，现在不知道，因为有赖昌星这把刀在他头上。�
《博讯网》披露北京外交部的消息时指出，在中共内部对接班人都没有把握、还在争议
时，拜登就高调肯定了某个接班人，实在让很多中国学者跌破了眼镜。
《中国事务》主编伍凡指出，牵涉赖昌星案的还有贾庆林、贺国强、贾廷安等人，目前
都受制于胡锦涛。十八大除了习近平，政治局常委中的江系人马都将因超龄下台，而胡
锦涛则很可能沿袭江泽民，继续连任中央军委主席两年。

【新唐人2011年8月26日讯】中国维权律师高智晟缓刑5年，8月14号已经期满，却依然
�被失踪�，至今没有音信。高智晟的女儿和家人非常焦虑。为了多一些渠道找回父
亲，高智晟的女儿格格只好写信给中共总理温家宝求救。格格的这封信再一次引起了外
界的同情和关注。请看报导。
格格没有跟父亲高智晟见面有五年了，她非常想念父亲。今年的8月14号，本来应该是
高智晟五年缓刑到期的日子，全家人都期盼着能够团圆。可是，却不见高智晟的踪影。
无奈下，格格只好写信给温家宝，表达自己盼望见到父亲的心愿。
8月25号，香港《苹果日报》登载了高智晟女儿格格给温家宝的信。信中写道：
"2006年8月15日，不幸发生了，爸爸被强行抓走，以煽动颠覆国家政权罪判刑三年缓刑
五年，这段时间，警察住进我家里，住进了楼道里，还在离我家窗户对面二米处盖了警
察房子，我上学也要坐警察的车，最后不让上学。
2009年初在朋友说明下，妈妈带着我和弟为求学被迫离开爸爸、离开了家人，到了国
外。2009年2月9号爸爸又被抓走，在2010年3月间，父亲曾经短暂露面，并接受了美国
媒体的采访，但并没有自由。他的容貌让我们的心碎，他一定经受过残酷折磨。几天
后，他再次被失踪了，音信杳无。
直到今天，今年的8月15日，是父亲五年缓刑到期的日子，我们全家都期盼着能够与他
团圆。"
高智晟女儿格格："我亲自写这个信没有什么很多的想法，就是，我就是觉得，就是挺
想念我父亲的。然后我还是希望大家能够关注我爸爸，然后，还就是希望温家宝总理能
够重视这样一件事情。然后还希望我们家能够和我爸爸团圆。"
格格在信中提到，她的弟弟要过生日了，天天吵着要爸爸打电话，她也快上大学了，想
和爸爸有个沟通，希望温家宝能满足她这小小的心愿。
高智晟的妻子耿和表示，上大学是人生中的一件重要事情，孩子拿不定主意，想找爸爸
商量。
高智晟的妻子耿和："已经到这里来了（到美国）虽然已经两年多了，是不是？但就是
因为还是没有她爸的消息，还是让我们每天生活中缺少一些什么东西。我家孩子应该上
大学了，她有许多困惑的地方，需要跟她爸爸沟通。"
耿和还表示，孩子长大了、懂事了，看到她每天为高智晟律师奔波，女儿急在眼里，所
以想以高智晟律师女儿的身份，给温家宝写封信，多一些渠道呼吁释放高智晟，找回她
爸爸。

Feeling helpless, Gege wrote a letter to Wen Jiabao,expressing her desire
to see her father again.On August 25, Hong Kong's Apple Daily
publishedGege's letter to Wen Jiabao.She said in the letter: "On August 15,
2006, an unfortunatething happened: Dad was taken away,charged with
"inciting subversion of state power" andsentenced to a three-year and
five-year probation.During this period, the police literally lived in our
home.
They stayed in the corridor and built a mini-police stationtwo yards from
our window.I had to be escorted to school in a police car.Eventually, they
stopped me from attending school.""In the beginning of 2009, a friend
recommended thatmy Mom leave my Dad and family,to take me and my brother
abroad to attend school.
Dad was arrested again in February 9, 2009.In March 2010, he was
interviewed by some U.S. media,but he didn't obtain his freedom.Looking at
his appearance, we could tell thathe underwent brutal torture, which really
broke our hearts.A few days after that, he went missing, again.""Today,
August 15, is the last day of Dad's five-yearprobation and our whole family
is waiting to see him, again."Gao Zhisheng's daughter Gege:"I didn't put
much thought into writing this letter,it's just that I really miss my
Father,I hope everyone knows the true story of my Father,I hope Premier Wen
Jiabao can look into thisand I hope we can see my Father again, very

"He keeps asking us everyday to speak with Father."Gege is also going to

案。执业律师以及法学界学者认为，新增和修法都是当局在做门面，再造牌坊而已，中
国的问题，并不是法律不够多或不完善，问题的根源在于党在法律之上。
中共最高立法机构全国人大第十一届常委会第22次会议8月24号开幕。会上审议了《刑
事诉讼法修正案（草案）》，草案新增加的条文达60条之多。
东南大学法学教授张赞宁认为，其实还有很多亟待修改的法律并没有改。比如在保护律
师的辩护权这个方面，中国法律规定的�伪证罪�必须要取消。
张赞宁：�我们中国已经发生多起控辩双方的控方抓辩方，公诉人（控方）他认为律师
有伪证罪。对方实际可以抓辩护人。其实这做法在世界上是一个恶法，限制了律师的辩
护，许多律师就不敢辩护，你要辩护甚至是要冒着失去自由的风险。这个风险是太大
了。�
去年1月，重庆律师李庄，以辩护人伪造证据、妨害作证罪被判处了2年6个月，案情轰
动一时，也再次引发律师行业对"律师伪证罪"的强烈抗议。
中国政论评论家张伟国则认为，中国的立法机构――人大没有独立性，是作为党的工具存
在的。
张伟国：�在没有独立司法的这样一种背景框架下，任何这种修改除了装门面，就像有
人提到的，只不过把这个牌坊，怎么样做的更精致一点，更漂亮一些。再怎么修改，万
变不离其中。�
大陆律师李和平提出了一个现象，就是现在司法、法院、律师行业中的"党化"现象非常
严重。
李和平：�法官�非党化�，必须是法官不要是受政党、受政治的干预，但在中国，基
本上所有的大部分的司法人员，包括公安、检察（院）的，包括法院那些法官全部都是
党员，而党的原则就是，个人服从集体，下级服从上级，全党服从中央，还有个人服从
组织，这个原则与法官独立性这个原则是根本冲突的。�
今年3月，中共司法部首次举办了�律师事务所党支部书记�培训班。来自中国各地的
100名律师事务所党支部书记参加了第一期培训。
李和平指出，在中国，你再好的法律，不能按照法律去执行，法官不能按照自己的意思
去办案，等于做�无用功�。

Lawyers and jurisprudence scholars believe any newamendments to the old
laws are but a facade.The problem isn't not having enough laws or imperfect
laws,but the communist party "standing above" the laws.
The highest legislature body within the CCP,the 11th NPC Standing
Committee,is hosting their 22nd meeting on August 24.
They discussed the draft tothe Criminal Procedure Amendment.The draft has
more than 60 new clauses.
Southeast University professor Zhang Zanning believesmany much-needed
modifications were not carried out.Among them, the lawyer's rights to
defendand the perjury clause should be eliminated.Zhang Zanning: "There had
been many cases wherethe prosecutor would arrest the defense lawyerbased on
the assumption of perjury.This is a wicked law, and limits the lawyer's
right to defend.So many lawyers would rather not take up a case. It's
toomuch of a risk to be jailed simply for defending a client."In January
2010, Chongqing lawyer Li Zhuangwas sent to prison for 2 years and 6
monthsfor "falsifying evidence" and prejudice to testify.
This created an uproar, fueling much protests from lawyersregarding the
"lawyer perjury" clause.Political commentator Zhang Weiguo believesthe
legislature can't operate independently;it's just a tool of the CCP.
Zhang Weiguo: "With no judicial independence,all changes are but a
facade.It's just like making a gate more detailed and prettier.It doesn't
change what it is."Li Heping, a lawyer in China, mentions the
self-alignmenttowards the party line by the judiciary, court and
attorneys.Li Heping: "An 'apolitical' judge is a judgewho is not influenced
by the party or politics.In China, most of the judicial branches, from
cops,procuratorate, as well as the judges, are all party members.And the
party's principle is: individuals complywith the group, the bottom complies
with the top,and the party complies with the central government.
This is fundamentally in conflictwith the idea of an independent judge."In
March 2010, the CCP Department of Justiceheld a "Party-secretary law firm"
training.Over 100 party secretaries from the party law-firms fromall across
China came together to attend the first class.Li Heping pointed out that
regardless of how perfectthe law is, without people carrying it out,and

�让人感觉非常敬佩的是，始终把这个案件一个人扛下来了，他不愿意其他人受到任何
伤害。本来一开始知道我介入这个案件，有关部门是不希望介入，认为我和这个案件是
有关的，当时我也提出来了，我说没有关，我是三网民的辩护律师。�
刘晓原律师表示，当局压制民间反对声音的作法就是：�先跟踪、软禁，最后就是拘
留，拘留再不听，就（关）进去。�

8月12号上午9点，王荔蕻案在北京朝阳区温榆河法院开庭。王荔蕻并没有认罪，法院于
午饭前宣布审结，择日宣判。
开庭当天，王荔蕻的儿子和很多声援者赶到了法庭，要求法院将她无罪释放。西方驻华
外交官及欧盟等多国代表，也到场声援。�结石宝宝之家�发起人赵连海，成功避开监
视他的社区保安，来到现场，不过，赵连海和很多声援者都被公安拒绝在法院外面。

The court announced that the trial was concluded,and it would choose

supportersattended the trial, demanding her release.Several Western

Lianhai, known as "father of kidney stone babies,"came to court after
successfully escaping from the guards,who were sent by the authorities to

《中央电视台》在7月16号的《军事科技》节目中播出〝网络风暴来了〞，请到军事专
家杜文龙解说网络攻击在军事行动中的用途。在演示一种网络攻击的软件时，在下拉选
单当中赫然可见〝法轮大法在北美〞、〝法轮大法网站〞、〝明慧网站〞等法轮功网
站。接着电脑鼠标移到〝攻击〞的按键上头，并且按下攻击指令。
美国《华尔街日报》报导，军事分析服务机构〝洞察中国〞（China SignPost）的埃里
克森（Andrew Erickson）和柯林斯（GabeCollins）周三发布一份报告，特别分析了这
段视频。埃里克森是美国海军战争学院(US Naval War College)中国海事研究所

攻击的目标，我觉得没有太奇怪的事。〞
由中国维权人士成立的〝六四天网〞网站服务器位于美国，也多次遭到黑客攻击。天网
义工蒲飞表示，作为纳税人供养的军事部门，他们军事攻击的目标应该是敌方的军事网
络目标，而不是法轮功网站和民运网站。
蒲飞：〝如果解放军网络攻击是相对于别国的军事网络目标，这个大家可以理解。因为
这是正常的国防军事行动。但如果他长期以来把这个网络攻击的重点，放在法轮功朋友
的一些网站，包括我们'六四天网'和其他网站，这明显是藉用军事手段进行政治打压的
做法。〞
蒲飞认为，中美双方政府应该严肃回应这起事件。
蒲飞：〝我们认为中国政府应该做出明确交代，指出这个东西到底是怎么回事？是演示
视频，还是他们平时训练的一个内容？我们也希望美国政府能够对一些敏感网络，特别
是涉及中国人民民主自由，比如像'法轮功网站'和'六四天网'这类长期关注人权民主自
由的网站，给一个明确的保护态度。〞
中共国防部5月份披露，它们已经组建一个30多人的网络防御部门〝蓝军〞，不过坚称
这只是出于防御目地。
但是外国安全官员和互联网安全专家相信，有相当大一部分军事和公司网络袭击源于中
国。网络安全公司McAfeeInc.今年2月说，至少自2009年以来，疑似位于中国的黑
客，对五家跨国能源公司进行了网络间谍活动。
McAfee本月（8月）又公布了一份报告表示，某一个所谓的〝国家角色〞，多年来策划
了针对多个组织的大规模网络攻击，其中包括联合国机构、台湾政府和国际奥委会
(InternationalOlympic Committee)。
美国五角大楼今年7月份公布了一项新的互联网战策，已经把网络攻击提升为国家安全

attack software,surprisingly, it showed in a drop-down menu"Falun Dafa in
North America", "Falun Dafa website","Minghui" and other Falun Dafa
websites.Then Du moved the cursor to the 'attack' button,and clicked it to
order an attack.Wall Street Journal reported that Andrew Erickson andGabe
Collins a military analysis organization "China SignPost"released a report
on August 27,after specifically analyzing this video.Erickson is an
associate professor in the Chinese MaritimeStudies Institute of the U.S.
Naval War College.Collins is a security expert onRussian and Chinese
commodities.The two military analysts said that despite the
decade-oldattack methods in the demonstration,this is the first piece of
visible evidence from the ChineseCommunist Party's (CCP) official
sources.It has overthrown Beijing's previous statement thatit never carried
out any form of hacking overseas.Ericson and Collins believe that the
disclosure ofthis piece of information is very important.Beijing
constitutional scholar Chen Yongmiao said that it isnot surprising that the
CCP thinks one way and acts another.However from another perspective, the
CCP sees Falun Dafawebsites as its main hacking targets, which indicates
thatFalun Dafa is the backbone of Internet freedom promotion.
Chen Yongmiao, "Falun Dafa websites contributed greatlyin promoting
Internet information freedom in China.For example, "dynamic network" and
many proxy softwarewere developed by Falun Dafa practitionersto promote
international Internet and information freedom.
So, it is not surprising that the CCP picks on (Falun Dafa websites)as its
targets of attacks.Chinese human rights activists have set up
64Tianwang.com,whose server is located in the U.S.and it has been
repeatedly attacked by hackers.
Tianwang's volunteer Pu Fei said thatas China's military is supported by
the taxpayers,their targets should be enemy militaries' online items,not
Falun Dafa websites or human rights activities websites.Pu Fei: "If PLA
attacks other countries' military online targets,we can see them as normal
national defense actions.However, if it has been attacking Falun Dafa
websites and64Tianwang website and other sites,it is obviously trying to
achieve political suppress,with military means.Pu said that the Chinese and
U.S. governmentsshould respond to this seriously.Pu said "We think the
Chinese governmentshould give a clear explanation about it.Is it just a
demo video, or real materials used in its training?
We also hope that U.S. government could have aclear protective attitude
towards those "sensitive websites,"particularly those regarding China's
democracy and freedom,such as Falun Dafa websites and 64Tianwang.com,which
focus on democracy and freedom.
Chinese Ministry of Defense disclosed in May thatthey have formed a website
defense departmentcomposed of about 30 people, which is called the Blue
Army.It insisted that this is only for defense purposes.However, foreign
security officialsand foreign Internet security experts believe thata
significant amount of military and corporateweb attacks originated from
China.Internet security company McAfee Inc. said in February 2011since
2009, suspected hackers from China had been attackingfive multinational
energy companiesand performing network espionage.McAfee has published a
report in August 2011 thata certain 'nation' had planned for many
yearslarge-scale network attacks towards many organizations,including UN
agencies, the Taiwanese governmentand the International Olympic Committee.
In July 2011, the Pentagon announced a new Internet warpolicy that upgraded
cyber-attacks as national security issues.Also, the U.S. will not rule out
future counterattacks.

义工蒲飞表示，作为纳税人供养的军事部门，他们军事攻击的目标应该是敌方的军事网
络目标，而不是法轮功网站和民运网站。
蒲飞：〝如果解放军网络攻击是相对于别国的军事网络目标，这个大家可以理解。因为
这是正常的国防军事行动。但如果他长期以来把这个网络攻击的重点，放在法轮功朋友
的一些网站，包括我们'六四天网'和其他网站，这明显是藉用军事手段进行政治打压的
做法。〞
蒲飞认为，中美双方政府应该严肃回应这起事件。
蒲飞：〝我们认为中国政府应该做出明确交代，指出这个东西到底是怎么回事？是演示
视频，还是他们平时训练的一个内容？我们也希望美国政府能够对一些敏感网络，特别
是涉及中国人民民主自由，比如像'法轮功网站'和'六四天网'这类长期关注人权民主自
由的网站，给一个明确的保护态度。〞
中共国防部5月份披露，它们已经组建一个30多人的网络防御部门〝蓝军〞，不过坚称
这只是出于防御目地。
但是外国安全官员和互联网安全专家相信，有相当大一部分军事和公司网络袭击源于中
国。网络安全公司McAfeeInc.今年2月说，至少自2009年以来，疑似位于中国的黑
客，对五家跨国能源公司进行了网络间谍活动。
McAfee本月（8月）又公布了一份报告表示，某一个所谓的〝国家角色〞，多年来策划
了针对多个组织的大规模网络攻击，其中包括联合国机构、台湾政府和国际奥委会
(InternationalOlympic Committee)。
美国五角大楼今年7月份公布了一项新的互联网战策，已经把网络攻击提升为国家安全

North America", "Falun Dafa website","Minghui" and other Falun Dafa
websites.Then Du moved the cursor to the 'attack' button,and clicked it to
order an attack.Wall Street Journal reported that Andrew Erickson andGabe
Collins a military analysis organization "China SignPost"released a report
on August 27,after specifically analyzing this video.Erickson is an
associate professor in the Chinese MaritimeStudies Institute of the U.S.
Naval War College.Collins is a security expert onRussian and Chinese
commodities.The two military analysts said that despite the
decade-oldattack methods in the demonstration,this is the first piece of
visible evidence from the ChineseCommunist Party's (CCP) official
sources.It has overthrown Beijing's previous statement thatit never carried
out any form of hacking overseas.Ericson and Collins believe that the
disclosure ofthis piece of information is very important.Beijing
constitutional scholar Chen Yongmiao said that it isnot surprising that the
CCP thinks one way and acts another.However from another perspective, the
CCP sees Falun Dafawebsites as its main hacking targets, which indicates
thatFalun Dafa is the backbone of Internet freedom promotion.
Chen Yongmiao, "Falun Dafa websites contributed greatlyin promoting
Internet information freedom in China.For example, "dynamic network" and
many proxy softwarewere developed by Falun Dafa practitionersto promote
international Internet and information freedom.
So, it is not surprising that the CCP picks on (Falun Dafa websites)as its
targets of attacks.Chinese human rights activists have set up
64Tianwang.com,whose server is located in the U.S.and it has been
repeatedly attacked by hackers.
Tianwang's volunteer Pu Fei said thatas China's military is supported by
the taxpayers,their targets should be enemy militaries' online items,not
Falun Dafa websites or human rights activities websites.Pu Fei: "If PLA
attacks other countries' military online targets,we can see them as normal
national defense actions.However, if it has been attacking Falun Dafa
websites and64Tianwang website and other sites,it is obviously trying to
achieve political suppress,with military means.Pu said that the Chinese and
U.S. governmentsshould respond to this seriously.Pu said "We think the
Chinese governmentshould give a clear explanation about it.Is it just a
demo video, or real materials used in its training?
We also hope that U.S. government could have aclear protective attitude
towards those "sensitive websites,"particularly those regarding China's
democracy and freedom,such as Falun Dafa websites and 64Tianwang.com,which
focus on democracy and freedom.
Chinese Ministry of Defense disclosed in May thatthey have formed a website
defense departmentcomposed of about 30 people, which is called the Blue
Army.It insisted that this is only for defense purposes.However, foreign
security officialsand foreign Internet security experts believe thata
significant amount of military and corporateweb attacks originated from
China.Internet security company McAfee Inc. said in February 2011since
2009, suspected hackers from China had been attackingfive multinational
energy companiesand performing network espionage.McAfee has published a
report in August 2011 thata certain 'nation' had planned for many
yearslarge-scale network attacks towards many organizations,including UN
agencies, the Taiwanese governmentand the International Olympic Committee.
In July 2011, the Pentagon announced a new Internet warpolicy that upgraded
cyber-attacks as national security issues.Also, the U.S. will not rule out
future counterattacks.

【新唐人2011年8月27日讯】自铁道部原部长刘志军落马后，�拔出萝卜带起泥�的事
不断轮番上演，一年内，铁路系统至少已有12名官员落马，最近一名�出事者�，是昆
明铁路局原局长闻清良。学者认为，中共制度问题导致系统性腐败。也有学者认为，中
共就是一个分赃联盟，反贪只是不同派系的利益争夺而已。
近几天，大陆多家媒体报导，昆明铁路局原局长闻清良涉嫌违纪，已被�双规"。知情
人士透露，在山西时期，闻清良曾与铁道部原部长刘志军交往甚密，与牵出刘志军案的
山西女富商丁书苗也有关联。
自去年（2010年）10月�中铁集装箱运输公司�董事长罗金宝落马以来，目前铁道部已
有12名官员落马。
写了大量反腐文章的中国著名评论员石飞认为：铁道部几年来一直搞大跃进，大搞项目
建设，但没有监督、没有对腐败的制约，导致整个系统性的腐败，落马的只是少数。
石飞（评论员）：�缺乏监督，必然产生腐败。如果真查的话，还有大量的干部要落
马。现在落马的、倒台的、被揭发出来的、揭露出来的只是个别的少数的，并没有大量
的、全面的进行去认真清理。�
不过，铁道部落马的贪官数额之大，令人瞠目结舌。据了解，刘志军让山西女企业家丁
书苗为他保存，用来买更高官位的钜款多达20亿元。不久前曝光的铁道部运输局局长张
曙光在海外的存款，高达28亿美元。
著名宪政学者陈永苗对此表示，中共各种政府部门里面贪污腐败最厉害的就是军事化的
一些单位，像铁道、军队还有公安，只从铁道部抓出几个巨贪不足为奇。
陈永苗（宪政学者）：�铁道部作为准军事的机构，它掌管巨大的财富，掌管巨大的国
民经济命脉，它贪污腐败起来，像张曙光的28亿美元能绕地球好几圈的不在少数。它是
肥缺，抓出十个张曙光都有可能。�
为什么中共大谈反腐败，腐败反而越演愈烈呢？
石飞认为，中国贪污腐败源于体制问题，贪腐败不仅存在于铁道部，所有国有企业，垄
断企业、部门都是这样。
石飞（评论员）：�在各个部门，实际上是大同小异，也许哪一个部门看起来腐败的严
重一些，哪些部门腐败稍微少一些，实际上应该说，如果认真查下去，哪个部门都是不
少的。�
有经济学家研究者认为，中国每年被贪贿的黑钱大约占GDP的5%。如果以2009年为
例，贪贿的黑钱恰好相当于那年全中国卖地的收入，也相当于中国军费开支的
3.4倍，中国教育经费的8.3倍，中国医疗卫生费用的14倍！
陈永苗（宪政学者）：�如果有能力参与分赃成为他一员的话，那么它是一损俱损、一
荣俱荣的。保护我团队的利益，保护我组织的利益，组织里面小弟的利益，这是一个他
们政治运动的一个最核心问题所在。对胡锦涛来说，他从铁道做文章是要把大量的属于
江系人马从政治局里面撵出去�
陈永苗认为，中共内部不可能出现改制，无论胡锦涛、温家宝或者将来的习近平都不能
主宰这个政治格局，他们只能像个傀儡皇帝那样坐在那个位置上，享受他的利益分割。

been carrying outthe Great Leap Forward,with no supervision of mass
projects, no controlon corruption, leading to its systematic corruption.The
dismissed officials are only a small part ofthe corrupt group.Shi Fei said:
"Without supervision, corruption is inevitable.
If the authorities truly investigate,there will be a lot more
dismissed.Those who got dismissed or exposed were only a small part,
the authorities haven't tackled the problem of corruption comprehensively."
However, the amount of bribe taken bythe dismissed officials is shocking.It
is reported that Liu Zhijun asked a businesswomanin Shanxi, Ding Shumiao,
to keep RMB 2 billion,which was reserved to buy a higher position.

was recently exposed with an overseas deposit ofUSD 2.8 billion.A famous
scholar of constitutionalism, Chen Yongmiao, said
that the most corrupt departments inside CCP arethose militarized ones,
like railways, army and public safety.It's not surprising to catch several
heavily corrupt officialsfrom the Ministry of Railways.Chen Yongmiao (a
scholar of constitutionalism) said:
"The Ministry of Railways, as a military institution,controls massive
wealth and a large economic lifeline.Many officials are like Zhang
Shuguang,who had taken USD 2.8 billion.It is lucrative so you may find ten
more Zhang Shuguangs."
Why is the corruption getting worse while the CCP isadvocating
anti-corruption?Shi Fei believes that the corruption in China comes fromthe
political system and is not only within the railways,but also in all state
owned enterprises, monopolies.
Shi Fei: "There is not much difference between departments.
Maybe one is seemingly more corrupt,and others, less.But actually, if you
investigate deeper,there will be a lot of corruption in every
department."Some economic scholars believe that, every year,the amount of
bribes in China accounts for 5% of the GDP.In 2009, the bribe amount was
equal to the land sellingrevenues in that year, 3.4 times of China's
military spending,8.3 of education spending and14 times of health care and
medical spending!Chen Yongmiao said: "If those corrupt officials form
anassociation to divide up the bribes,then the whole body will gain or lose
together.
This is a move to protect the group interest and theinterest of its
members.As to Hu Jintao, he investigated the Ministry of Railways toget rid

不断轮番上演，一年内，铁路系统至少已有12名官员落马，最近一名�出事者�，是昆
明铁路局原局长闻清良。学者认为，中共制度问题导致系统性腐败。也有学者认为，中
共就是一个分赃联盟，反贪只是不同派系的利益争夺而已。
近几天，大陆多家媒体报导，昆明铁路局原局长闻清良涉嫌违纪，已被�双规"。知情
人士透露，在山西时期，闻清良曾与铁道部原部长刘志军交往甚密，与牵出刘志军案的
山西女富商丁书苗也有关联。
自去年（2010年）10月�中铁集装箱运输公司�董事长罗金宝落马以来，目前铁道部已
有12名官员落马。
写了大量反腐文章的中国著名评论员石飞认为：铁道部几年来一直搞大跃进，大搞项目
建设，但没有监督、没有对腐败的制约，导致整个系统性的腐败，落马的只是少数。
石飞（评论员）：�缺乏监督，必然产生腐败。如果真查的话，还有大量的干部要落
马。现在落马的、倒台的、被揭发出来的、揭露出来的只是个别的少数的，并没有大量
的、全面的进行去认真清理。�
不过，铁道部落马的贪官数额之大，令人瞠目结舌。据了解，刘志军让山西女企业家丁
书苗为他保存，用来买更高官位的钜款多达20亿元。不久前曝光的铁道部运输局局长张
曙光在海外的存款，高达28亿美元。
著名宪政学者陈永苗对此表示，中共各种政府部门里面贪污腐败最厉害的就是军事化的
一些单位，像铁道、军队还有公安，只从铁道部抓出几个巨贪不足为奇。
陈永苗（宪政学者）：�铁道部作为准军事的机构，它掌管巨大的财富，掌管巨大的国
民经济命脉，它贪污腐败起来，像张曙光的28亿美元能绕地球好几圈的不在少数。它是
肥缺，抓出十个张曙光都有可能。�
为什么中共大谈反腐败，腐败反而越演愈烈呢？
石飞认为，中国贪污腐败源于体制问题，贪腐败不仅存在于铁道部，所有国有企业，垄
断企业、部门都是这样。
石飞（评论员）：�在各个部门，实际上是大同小异，也许哪一个部门看起来腐败的严
重一些，哪些部门腐败稍微少一些，实际上应该说，如果认真查下去，哪个部门都是不
少的。�
有经济学家研究者认为，中国每年被贪贿的黑钱大约占GDP的5%。如果以2009年为
例，贪贿的黑钱恰好相当于那年全中国卖地的收入，也相当于中国军费开支的
3.4倍，中国教育经费的8.3倍，中国医疗卫生费用的14倍！
陈永苗（宪政学者）：�如果有能力参与分赃成为他一员的话，那么它是一损俱损、一
荣俱荣的。保护我团队的利益，保护我组织的利益，组织里面小弟的利益，这是一个他
们政治运动的一个最核心问题所在。对胡锦涛来说，他从铁道做文章是要把大量的属于
江系人马从政治局里面撵出去�
陈永苗认为，中共内部不可能出现改制，无论胡锦涛、温家宝或者将来的习近平都不能
主宰这个政治格局，他们只能像个傀儡皇帝那样坐在那个位置上，享受他的利益分割。
