【禁闻】美中官员�三公消费�显高低

【新唐人2011年9月22日讯】美中两国官员的�三公消费�成为大陆民众聚焦的话题。
美国新任驻华大使骆家辉搭乘经济舱，副总统拜登访华期间吃�79元总统套餐�，这是
美国高官今年在中国的�三公消费�。然而，大陆新闻透露，中国一年的�三公消费�
相当于390年美国大选的费用。请看报导。

《美中地带》网站报导，美国公务员的�三公消费�受严格限制，想乱花纳税人的
钱，根本不可能。除残疾、赶时间等特殊理由外，出差不准坐头等舱，一般只乘坐经济
舱。

报导分析，美国公务员出差以省钱为第一原则。出行存在严格的规范，除规定机舱等级
之外，出差住宿标准也有规范，如：每年根据目的地物价指数调整住宿费用标准，北京
每天257美元。美国各部门还为员工提供出差�省钱绝招�。

�中国社会民主党�中央委员会主持人刘因全表示，美国官员经过严格的选举、考察产
生，对选民负责，让老百姓认可，才能赢得老百姓的支持和好感。加上美国的监督制度
健全，因此决定了美国官员的价值观。

刘因全：� 美国的制度是健全的，他有两个党的监督，有在野党的监督，有国会的监
督，有独立的司法系统的监督，另外还有新闻系统的监督。美国的这种三权分立，两党
制，互相监督，两个党互相监督，这种制度就保证了他的官员清廉。 �

刘因全还表示，美国是一个言论自由、新闻自由的国家，只要官员犯了错误，调查属
实，媒体就可以报导。加上检察和司法部门独立，就可以对官员进行监察、罢免，甚至
逮捕，所以美国的官员小心谨慎。然而，在中国大陆却恰恰相反。

广东省汕尾市�最牛烟草局长�陈文铸，被举报涉嫌多项腐败。汕尾市委宣传部调查发
现，陈文铸一年吃掉1200万元，一次享用3、4万元极品燕窝，一顿可以耗费8万元美味
佳肴，一天最多能让13万元山珍海味穿肠而过。

最近，湖北省委第六巡视组在秭归县巡视20多天，总共花费80多万元。作为国家级贫困
县，2010年秭归农民人均年纯收入才3497元。官员巡视20天的开销，相当于200多名秭
归农民全年收入的总和。

全国人大常委会办公厅研究室特约研究员王锡锌在《新闻1+1》节目中透露，中国的公
款吃喝、公费出国、公车开支一年是19000亿。占行政开支的60%。

《美中地带》把中国大陆官员的�三公消费�数额，和美国大选费用做了一个换算对
比，结果是，中国政府部门一年的'三公'支出相当于390年的美国大选费用！

浙江民主人士邹巍：�专制这个制度它为�三公消费�提供了一个大环境，就是提供了
这个腐败的场所。通过大陆的�三公消费�，美国副总统拜登访华、和美国驻华大使骆
家辉在中国低廉的公务消费相比，形成了巨大的反差，这也是中国目前的制度，和西方
发达国家的民主制度的优劣所在。�

邹巍认为，在民主国家像骆家辉和拜登这样的消费是正常的，但在中国大陆却成了新
闻，实际上恰恰证明了中国目前没有真正的民主制度。

"3 consumptions" of US and Chinese government officialsbecame the topic of
public discussion.The newly appointed US ambassador to ChinaGary Faye Locke
traveled in economy class.And during his visit in China, Vice President
Biden atethe "79 Yuan President combo",these are the "3 consumptions" US
government officialsspent in China this year.However, according to a
mainland news source,1 year of "3 consumptions" spending in China is
equivalentto 390 years of American election expenses.

According to mzsites.com, the "3 consumptions" spendingof US citizens
working in the public services isseverely restricted, squandering
taxpayers' money is impossible.Other than special reasons such as
disabilityor being pressed for time, one cannot travel first class,usually
one can only sit in economy class on business trips.

According to analysis, US civil workers' first principle onbusiness trips
is to save money.Travel spending is strictly regulated, on top of limiting
the classof the seat, accommodation is also restricted.The accommodation
spending limit is adjusted each yearbased on the price index of the
destination; Beijing is $257/day.Many Departments in the US government also
provided tips onhow to save money on working trips to employees.

China Social Democratic Party's Central Committeemoderator Liu Yinquan
said, US officials were elected,they need to be responsible to the
public,be approved by the public and win support from them.Coupled with a
sound supervision system,it created values and standards for the US
officials.

Liu: the US policy is strong; they have 2 parties to superviseeach other,
there is supervision from the opposition party,and there is supervision
from the congress, there isindependent supervision from the judicial
system, and there is supervision fromthe media.The separation of 3 powers,
a two-party system,supervising each other, these systems ensures
uncorrupted government officials.

Liu also said, there is freedom of speech and freedom ofpress in the US,
when officials make mistakes, once confirmed, the media canreport.In
addition, the independent prosecutors and judiciary canmonitor, recall or
even arrest government officials,therefore, US government officials are
very careful.However it is the opposite in Mainland China right now.

The department of Tabaco's secretary in Shanwei Guangdong,Chen WenTao, was
being reported for a suspected number of corruption charges.Shanwei
Municipal Party Propaganda Committee departmentfound out that Chen spent 12
million Yuan on food in 1 year,he enjoyed 40,000 Yuan worth of highest
grade Yan Wo(edible bird's nest) on a single occasion,consumed 80,000 Yuan
worth of luxury cuisine for one meal,and spent 130,000 Yuan on exotic
delicacies in one day.

Recently, Hubei Provincial sixth inspection teams visitedZigui district for
20 days with spending totaling more than 800,000 Yuan.As one of the poorest
districts in the country,farmers in Zigui district have a net income of
3497 Yuan for 2010.The spending of those officials in 20 days equals
thetotal annual net income of more than 200 farmers in Zigui.

Upon learning that the Governor of Calif. was coming to visit,The General
Office of the NPC Standing CommitteeResearcher, Wang Xixin said in News
1+1, in China, the"3 consumptions" spending is 1.9 trillion Yuan,
equivalent to60% of administrative expenses.

MZSites.com compared the Chinese officials "3 consumptions"with the US
election spending,results showing that one year of "3 consumptions"
spending isequal to 390 years of election spending.

Zhe Jiang human rights activist Zuo Wei: authoritariansystem provides an
environment for the "3 consumptions", it facilitatescorruption.The "3
consumptions" of Chinese officials and Biden's andLocke's visit to China
contrast greatly,demonstrating the difference between Chinese communismand
democracy in developed countries.

Zuo Wei believes, in democratic countries, spending likeLocke and Biden is
normal;however, it became big news in Mainland China,which clearly shows
China does not have a democratic system.
