【禁闻】解冻卡扎菲资金 中共阻拦

【新唐人2011年9月1日讯】利比亚人民虽然取得了胜利，但目前急需物资救援。对
此，英德法三国从人道出发，向联合国制裁委员会提出申请，从利比亚被冻结的银行资
金中，提取近50亿美元的款项，购买食品等紧急救援物资，帮助利比亚人民。可是，中
共驻纽约联合国代表团，却以不了解中共政府在这一议案上的立场为由，拒绝英德法提
出的解冻请求。请看报导。

《法新社》报导，英国冻结了利比亚16亿美元资产，德国冻结的利比亚资金为10亿欧
元，法国也冻结利比亚有10亿欧元资金。

利比亚全国过渡委员会之前曾经要求各国协助，解冻被扣的资产，以满足利比亚目前的
"紧急人道需求"。英德法三国同意提取款项，购买食品等紧急救援物资，帮助利比亚人
民。但英德法三国的请求，却遭到中共驻纽约联合国代表团的阻拦。

中国社会政治问题研究专家程晓农表示，中共在卡扎菲倒台的问题上，一直是采取暧昧
态度，不愿意对反抗卡扎菲的力量给予支持。直到卡扎菲突然土崩瓦解的时候，中共才
开始改变态度。但是，这个改变态度只是表面。

程晓农：像这一关于是否解冻资金提供给（利比亚）现在的过渡政府，中国（共）政府
的态度又出来了，那就是这里边设法作梗。这个事情本身可以看出来，中国（共）政府
其实非常不愿意看见卡扎菲这样的独裁者垮台。所以，中国（共)政府现在心里应该讲
是很不舒服的。那么，找到一个机会它就要表现一下。"

程晓农认为，作为一个专制政权，中共采取和卡扎菲相同的立场，但是，历史不给独裁
者留下太多的机会。垮台的都是一个接一个的独裁者。

《法新社》报导说，按照联合国程序规定，如果没有反对意见，联合国制裁委员会在提
案提交三天后，就可以决定批准解冻款项。

英德法三国在联合国的外交官员透露，他们私下希望中共政府能够尽快作出决定，让中
共在联合国的代表不再反对。

孙文广山东大学退休教授："从我们过去来看，（中共）它是站在卡扎菲这一边。从消
息报导啊，还有它在禁飞区的时候投的弃权票啊，到现在为止呢不承认反对派的存在
啦，或者说正确履行是吧？都说明它（中共）在很多方面更多的是倾向卡扎菲这一方
面。"

孙文广认为，中共反对解冻卡扎菲海外资产，还有另一个原因，就是中共许多高官的资
产都转移到了海外，中共害怕贪污的资产将来有一天也会被冻结。

旅美中国经济社会学者何清涟，在她的博客《独裁者的财富为何最后化为泡影？》一文
中写道，西方国家一致承诺，独裁者聚敛的巨额财富，凡存放在西方民主国家的，都被
英美各国及瑞士先后宣布冻结，将来都被归还给其原来统治的国家。这些资产一旦被归
还，则必须被用于改善广大人口的生活质量、巩固司法系统和打击犯罪。

何清涟在文章中还表示，世界独裁国家的首脑们穷毕生之力搜刮的不义之财，就失去了
最后一只财富保险箱。

The CCP Blocks the Release of Gaddafi's Assets

After the overthrow of the Gaddafi regime,Libya is now in great need of
relief supplies.For humanitarian assistance, U.K., Germany and Franceasked
the United Nations Sanctions Committee to unlocknearly USD 5 billion of
frozen Gaddafi regime assets.The funds will be used to buy emergency relief
suppliessuch as food and the like to help the Libyan people.However, the
Chinese Communist Party (CCP)'sUN delegation in New York held up the move
on the groundsof not knowing the CCP government's position on this.

AFP reported that U.K. froze US $1.6 billion ofLibyan assets in British
banks, Germany frozen1 billion euros and France also froze 1 billion euros.

Libya's National Interim Council had requestedinternational assistance to
release the frozen assets.This is to meet the current "emergency
humanitarian needs."U.K., Germany, and France agreed to releasenearly 5
billion dollars for emergency aidsuch as food and the like to help the
Libyan people.But the CCP 's delegation to the UN at New Yorkblocked the
three European country's moves.Cheng Xiaonong, expert on China's social &
political issues,said that the CCP's attitude toward Gaddafi's downfallhad
been ambiguous and unwilling to give support tothe anti-Gaddafi forces.Not
until Gaddafi's sudden collapse did the CCP begin tochange its attitude.
But the attitude change is just skin deep.Cheng Xiaonong: "With regard to
the request of releasingfrozen Libyan assets to the transitional
government,the CCP showed its obstructive attitude again.

From this, we can see that the CCP is reluctant to watchthe collapse of
dictators like Gaddafi.At the moment, the CCP is very uncomfortable,
so,when it finds an opportunity, it will vent.Cheng Xiaonong commented that
as authoritarian regimes,the CCP and Gaddafi stand in the same
position.However, history won't leave dictators too many
opportunities.That's why the dictators collapse one after another.AFP
reported that according to the UN's procedures,If there are no objections
to the resolution,three days after the submission, the UN
SanctionsCommittee will approve to unlock the frozen Libyan assets.The U.N.
diplomats of U.K., Germany and France said thatthey privately hoped that
the CCP authorities could decideas soon as possible with no objections
fromits representatives to the U.N.Sun Wenguang (retired professor at
Shandong University):The CCP's previous reports showed thatit has stood on
the side of Gaddafi.The CCP abstained voting from UN's no-fly zone
resolution.All of this explains that in many ways,the CCP has the tendency
to support Gaddafi.Sun Wenguang said that as for the CCP's negative view
torelease the frozen overseas assets of Gaddafi,there's another reason.
Many CCP's senior officials havetransferred their assets overseas, and fear
thatthese assets acquired through corruption will be frozensome day.He
Qinglian, US-based Chinese economist wrote in a blogtitled "Why The
Dictator's Wealth Evaporated?",U.K., U.S., Switzerland and other western
countriesannounced in succession to freeze the great wealth amassedand
transferred to these countries by the dictators.The western countries
reached consensus on commitmentsthat these assets will be returned to their
countries of originin the future. And once it is returned, it must be
usedto improve people's quality of life, to strengthenthe judicial system
and to fight against crimes.In her article, He Qinglian also commented
thatthe dictators in the world had exhausted their whole lifeto plunder the
ill-gotten wealth, but ended uplosing the last wealth safety deposit
