【禁闻】陆保障房赛高铁 豆腐渣工程露相

【新唐人2011年8月25日讯】中共当局表示，今年10月底前要完成对全国保障性住房项
目的巡视，保证1000万套的政治指标，年底前如期完成。对于这样的一个建设速度，外
界担忧，各地保障房建设"大干快上"，会同高铁建设一样"大跃进"，存在类似高铁的事
故隐患。最近全中国已有多处爆出保障房质量问题。请看报导。

中国住建部表示，截至7月底，全国保障性住房的�开工率�已达72%，这个数字在5月
底却只有32%。在短短两个月时间内，全国保障性住房已开工400万套。媒体曾发表社论
警告说，"片面讲速度，忽视工程品质，会引发混乱，变成'伤心工程'。"

《美国之音》报导，在此之前，中国大陆媒体纷纷报导各地保障房屋建设存在使用瘦身
钢筋、漏水、验收走形式等品质问题。内蒙包头�民馨家园�部分新房的墙面水泥被发
现"疏松得像土块一样，一使劲就能捏碎"；北京市�明月湾�专案，六栋保障楼房日前
也因品质问题被责令推倒重建。

《北京晨报》8月21号，刊登一则题为《真无奈：苍梧县沙头镇双尚新农村又现豆腐渣
工程》的文章。

文章说，广西梧州市部分村民入住新房子不久，发现房屋渗水，墙壁几乎都有不同程度
的裂缝，部分屋内地面出现下沉。

王先生（广西工程机械有限公司人员）："水泥啊、钢筋啊，建材这一块啊，本来他要
求用多高级别的，他就给它那偷梁换柱，用小的、用差的嘛。都在牟利，当官的也要牟
利，他承包商也要牟利，是吧？"

广西上思县住宅楼工程财务处黄女士表示，老百姓本来搬进新房是件高兴的事情，可是
现在却担心起安全问题，有的老百姓已经搬走了。

黄女士："肯定有房子住是一件很开心的事情，住进去了发现这样的问题，肯定是心里
也不高兴。老百姓就觉得政府不可靠。"

经济学家草庵居士表示，中国现在面临着最严重的通货膨胀，民众对当局有很多的不
满。他认为，中共当局是被迫的提出兴建保障房，来解决民众的愤怒。

草庵居士（经济学家）："中共开工这么多保障房，但是它在建筑上是粗制滥造。而且
贪污腐败问题里面很严重。所以，我们看到中共现在解决这些问题的时候，它还是没有
吸取过去的教训。没有把人民的生命安全放在首位。"

草庵居士认为，表面上看，这是一个社会问题，但实际是反应一个政治制度的问题。他
说，只有在得到公正的监督，把人民的整体利益放在首位的时候，才会出现以高质量、
高标准来建设的公共福利设施。

另外，广西住房和城乡建设厅督查组，随机抽查20个保障性住房项目，发现，在保障房
建设过程中，仍有工程项目使用违规的'瘦身钢筋'。有的保障房专案，没有办理施工许
可就已经开工。

Jerry-built Welfare Housing Projects

The Chinese Communist Party (CCP) ordered thereview of a project to
construct 10 million welfarehousing units, by the end of October 2011.The
goal is to finish the construction in late 2011.People criticized that such
a high speed constructionwould follow the tragedy of the high-speed
trains.There is still potential for accidents,some of which exist on a
national level.

The Chinese housing department said thatthe national welfare housing
project enjoyedan operating rate of 72% by the end of July.This is compared
to that of 32% at the end of May.

It means, four million welfare houses were put intoconstruction within two
months.The media warned, "the disproportion with the project speedand
quality will finally render the project a heart-breaking one."Voice of
America said that Chinese media have quite oftendisclosed quality problems
with the welfare housing,such as thinned steel, water leakageand
superficial examining.For example, the Minxin House in Baotou of Inner
Mongoliawas found to be with wall cement being as soft as soil.It could be
easily crumbed.

The Moon Bay House (Yueliangwan) in Beijingwas known for its six apartments
being reconstructeddue to quality problems.

The Beijing Morning Post published an article on Aug. 21

titled "Frustration: The Jerry-built Project Returnin Shuangshang Village,
Cangwu County in Shatou Town.The article says tenants, who just moved
in,have discovered water leakages and wall cracks.On the ground level, some
rooms appeared to have sunken.

Mr. Wang (staff of Guangxi Engineering Machinery Co. Ltd):

Construction materials such as cement, concrete and steelwere required at a
certain standard or measure.They are then replaced with smaller, products
of poorer quality,for the purpose of gaining profit.Both the contractors
and the CCP officials seek profitsby any means possible.Ms. Huang from the
Finance department of the housingproject in Shangsi County of Guangxi said
thatmoving into a new house could be pleasant for people.

But the experience is far from a happy one,since you are driven away by the
issues of safety.Ms. Huang: "It was a pleasant thing tomove into a new
house.However, people become upset,when they find problems after settling
in.They think the government is unreliable."

Economist Cao'an Jushi said that Chinese people werediscontent with the
authorities, due to the severe inflation.He thinks that the CCP caved in to
public pressureby providing the welfare housing project.Cao'an Jushi:
Despite plenty of CCP authorized welfarehouses, they are generally built
poorly.Corruption is also rampant throughout the project procedure.

The CCP does not learn its lesson from the past,nor put public safety and
well being as top priorities.He also said that it was more than a social
problem,it is in fact a political systemic problem.Only through sound
supervision and setting the publicwellbeing as top priority, can the
communal facilitiesbe completed in high quality and standard.

20 random investigations were conductedin the Guangxi welfare houses.The
supervising team found there are a number ofconstruction projects still
using the illegal thinned steel.Some projects just started operatingwithout
any construction permits.
