【禁闻】"倒三峡"热潮高涨 聚焦问责

【新唐人2011年5月26日讯】最近，中共国务院通过了《三峡后续工作规划》，公开承
认三峡大坝有严重缺陷，从而引发"倒三峡"热潮的掀起。在媒体和各界人士对三峡工程
�行了口诛笔伐之后，现在的问题聚焦在，三峡决策的失败，究竟应该谁来承担责任？

在中共国务院承认三峡工程的"不利影响"之后，在网路媒体开始掀起"倒三峡"热潮，各
界人士痛诉三峡大坝的"祸害"、人定胜天的"虚妄"，对政府"强行上马"的武断表示痛心
疾首。

艾南山教授（四川大学环境科学与工程所长）："我也反对修三峡大坝。三峡反对的人
还是很多，包括论证的专家的少部分，包括人大代表投票的时候，投反对票和弃权票都
相当多，主要是那个工程还是有争议的。"

《21世纪经济报导》披露，在20年前，也就是1986年6月，由原水利电力部组织的，共
412位专家参与的三峡工程论证，就有9位专家拒绝签字。

那么，修建三峡大坝，究竟造成多少麻烦，制造了多少可怕呢？

《美国之音》公布的资料显示，尽管水库的总方量、发电量居全球第一，但大坝工程淹
没了周边13个城市，140个乡镇和1300多个村庄。被迫迁移的民众人数达到400万人。修
建费用也是世界第一，专家透露，政府内部已经承认花费达6000亿元。如果再加上后来
不断发生的灾害，实际花费超过一万亿元。

此外，大坝建成以后，重庆、四川、湖北和长江下游气候异常，高温、干旱、洪灾空前
严重。如果大坝遭到恐怖袭击，或者因为品质问题而导致溃堤，专家认为，破坏的严重
程度远不是美国9.11事件可以比的。

德国工程博士王维洛认为，目前最关键的是，谁要对这些问题负责任？

王维洛（德国工程博士）："在去年11月，中国工程院对三峡工程�行重新论证的时
候，他说，时值改革开放的时候，就是说，他们可行性报告里面出现的一些错误啊、估
计不足啊，是"时值改革开放的时候"。你就把这个东西一推就推给历史了，中国大陆所
有的问题，没有一个人负责。"

王维洛说，1975年河南板桥水库溃坝，造成24万人死亡，当局也是用 "时值十年动乱
"这些言辞来推卸责任。

从三峡工程当时的审批程序来看，三峡工程的决策者是全国人民代表大会。但中共中央
和国务院在1986年6月2号，下发的15号文《关于长江三峡工程论证工作有关问题的通知
》，其实是中共在给全国人民代表大会布置任务。王维洛在2007年发表的文章中已经这
样指出来了。

王维洛："国务院自己提的报告，你国务院出来承担责任啊，不管你是现任总理，还是
前任总理，你现任总理从前任总理中接过来的时候，你就得负责任啊，对不对？"

王维洛认为，邓小平为三峡工程开了绿灯，李鹏也有不可推卸的责任。江泽民在登上了
中共中央总书记的宝座后，表现出对三峡工程的极大兴趣，并用"党的意志和纪律"来约
束全国人大代表中的共产党员为三峡工程投票，从而影响三峡工程的决策，这在中国工
程决策史上是第一次。

新西兰民运领袖陈维健则撰写了《中共造三峡大坝罪在当代祸在千秋》一文。文章
说，三峡大坝是中共专制政治的结果。三峡大坝炸不炸已并不重要，但造成三峡大坝的
中共专制政治则必须炸掉。因为如果专制政治不炸掉，即使炸掉了三峡大坝，专制政治
又会造出更多祸国殃民的大坝来。

Three Gorges Project Failure

The PRC State Council recently passed'Three Gorges Follow-Up Plan,' openly
admittingserious flaws in the Three Gorges Dam,leading to movement 『
Reversing the Three Gorges.'Who will be responsible for the failureof the
Three Gorges Project' decision?

After PRC State Council admitted adverse effectsof the Three Gorges
Project, netizens startedthe movement of 『Reversing the Three
Gorges.'Netizens claimed it was a "disaster" of the saying,"man's
determination can conquer nature."It was the arbitrary decision of the
government.

Prof. Ai Nanshan, Director of Environmental Scienceand Engineering, Sichuan
University: "I also opposeto build the Three Gorges Dam. Many peopleopposed
the disputable project, including experts.Many voted against it,
abstentions were quite a lot."

A 21st Century Economic Report revealedthat in June 1986, the former
Ministry of WaterResources Organization ordered 412 expertsto participate
in the project. Nine refused to sign.

How much trouble has been causedby the construction of the Three Gorges Dam?

Voice of America reported that althoughthe total reservoir volume and power
output ranks firstin the world, the dam flooded 13 surrounding cities,140
towns and 1,300 villages.400 million people were forced to
relocate.Construction costs are No.1 in the world,the government has been
recognized to spendRMB600 billion. If ongoing disasters are counted,the
actual cost is over RMB1 trillion.

After dams were completed, Chongqing, Sichuan,Hubei and the lower reaches
of Yangtze Riverhad climate anomalies. High temperature, drought,and floods
were serious and unprecedented.Experts believe the severity of damages it
causedleft America's 9/11 far behind.

Dr. Wang Weiluo, a German engineersaid that the most critical question
iswho is responsible for these problems?

Dr. Wang: "Chinese Academy of Engineeringreargued in November the Three
Gorges Project,claiming it was still at a reform and opening up.That is,
errors in the report and underestimationwere at a time of the reform and
opening up,pushing these things into the past. .No one is ever responsible
for problems in China."

Dr. Wang said that in 1975, Banqiao Reservoir Damin Henan was damaged,
causing 24 million deaths.Back then, Chinese authoritiesalso shirked their
responsibility with 『10-year chaos.'

From the approval process, the decision-makerwas the National People's
Congress (NPC).On June 2, 1986, the Chinese Communist Party(CCP) Central
Committee and State Councilissued the 『Feasibility Studies of the Three
GorgesProject In Yangtze River.' It was actually the CCPsending orders to
NPC. Dr. Wang pointed this outin his articles published in 2007.

Dr. Wang: "The State Council put out its own report,and now it should
shoulder the responsibilities.It doesn't matter if it is the current Prime
Minister,or the former one, since the current Prime Ministertakes over
projects from the former,he should be responsible for it."

Dr. Wang said Deng Xiaoping approved the project.Li Peng could not shirk
his responsibility.After Jiang Zemin ascended to the highest post,a
Secretary of the CCP Central Committee,he showed great interest in the
project,and used the "party's will and discipline" to restrainCCP members
in NPC to vote for the project,interfering with the decision of the project.

Chen Weijian, New Zealand's democracy leaderwrote "CCP building Three
Gorges Dam:A crime now and disasters for future generations."The article
states that the Three Gorges Damis the result of a communist
autocracy.Chinese communism must be destroyed,as the autocracy would create
more such disasters.
