【禁闻】重庆唱红「减刑」 荒唐！

【新唐人2011年5月16日讯】重庆官员说：宣讲「红色文化」可以作为监狱犯人「立功
减刑」的依据。这话一发表，立即受到各方公众的质疑，舆论多斥责当局荒唐。香港《
开放》杂志总编辑金钟认为，这个做法是儿戏，会被全世界笑话。而法学博士金小鹏认
为，把「唱红歌」当作犯人减刑假释依据，不符合法治观念。

《重庆日报》5月13号报导，重庆市委常委、政法委书记刘光磊，最近在重庆市一些监
狱、羁押场所等地调研时明确表示，要广泛深入开展以「红色文化�监所」为主要载体
的唱读讲传活动，把在押人员参与红色文化传播活动（也就是唱红歌、读红诗等）的情
况，纳入考核评价体系，作为「立功、受奖、减刑、假释」的一个重要依据。

重庆官员的这一说法受到各方人士的质疑和批评。

金钟（香港《开放》杂志总编辑）：「你监狱里面的犯人只要唱红歌，就可以给你减
刑，你说这不是儿戏吗？全世界听了都会好笑嘛！你比方说，一个犯人判了十年徒
刑，我喊一声共产党万岁，就给我减刑了一样的笑话，是不是？」

香港《苹果日报》批评说，中共太子党薄熙来主政的重庆，大搞「红色文化」，已延伸
到被指荒唐地步。网民讥讽重庆「走火入魔」；内地传媒人直指重庆是「法外开恩，胡
乱司法」。

荆楚（广西网路作家）：「我认为博熙来在搞一个历史的笑话。『唱红打黑'、崇拜毛
泽东，搞那套…毛泽东可以说是祸国殃民、丧尽天良、伤天害理！因为国内的历史事实
都被掩盖住，所以造就了有一批愚民不了解历史真相。」

《苹果日报》报导，网民说，重庆不但要智障人士唱红歌、医院用唱红歌为精神病人医
病，现在又让犯人唱红歌，唱得好还可减刑，「十足的文革再现，太可怕了」。

金钟（香港《开放》杂志总编辑）：「62年来他们（中共）都是左比右好，『宁左勿
右'所以跟大陆的根深蒂固的政治传统有关，就是他们一直对毛泽东的错误和罪行没有
�行清算，没有批判毛泽东，相反，他们这么多年用各种各样的形式去吹捧毛，这个唱
红歌就不算回事了嘛！」

法学博士金小鹏也向英国BBC表示，把「唱红歌」当作犯人减刑假释依据的做法，不符
合法治观念。他说，至少目前还没有这方面的法律规定。

而大陆人民对于重庆当局「宣扬红色文化」，多数表示不感兴趣。

大陆民众：「我对这一切（政府宣扬红色文化）不感兴趣的，因为这个政府、这个组
织，抢老百姓的财产。把抢去的财产还给我们就可以了，关于这一方面的东西，我们不
感兴趣。」

另外，湖南官方《红网》也发表评论说，「红色文化�监所」还可以理解，但延伸到可
以决定减刑等，则流为「荒唐」，并可能催生犯人造假。

"Sing Red" For Commutation

Chongqing officials said that "preach 'red culture'"can be used for
commutation of convicts' sentence.This was questioned by the public,and
many commentators denounced it as absurd.Jin Zhong, editor of HK Open
Magazine thinksthat such practice will be mocked around the world.JD Jin
Xiaopeng believes that prisoners commutedby "sing red songs" does not meet
a rule of law.

Chongqing Daily reported on May 13, that secretaryof Chongqing' Municipal
Politics and Law Committee,Liu Guanglei clearly stated to carry out
extensively"red into the prison culture" campaign,evaluating prisoners with
red songs and red poems,and using it as a basisfor "meritorious service,
commutation and parole."

This statement was questioned and criticizedby all parties.

Jin Zhong, editor of HK Open Magazine: "As long asyou sing the red songs,
you can be commuted.Isn't it a joke? The whole world will laugh at it.For
example, a prisoner sentenced to 10 yearswill be commuted by shouting loud
『long live CCP'(Chinese Communist Party). Isn't this a joke."

HK Apple Daily criticized Bo Xilai who is in chargeof Chongqing CCP's
princeling for his vigorouspursuit of "Red Culture," turning into
absurdity.Netizens ridiculed Chongqing as "obsessed."Mainland media
referred to itas a place of "extra mercy, careless of justice."

Internet freelancer in Guangxi province, Jing Chu:"I think that Bo Xilai is
making a historical jokeby the "Sing Red, Crack Black" and Mao
worshiping.Mao was disastrous, conscienceless, a murderer.Because China's
historical facts are concealed,a group of fools don't get the historical
truth."

According to an Apple Daily report, "Netizens saidthat Chongqing not only
requires people withintellectual disabilities to sing red songs,but is also
using this as a medical treatmentfor psychiatric patients in hospitals.Now
it asks prisoners to sing red songs andif sang well, they may receive
commutation.This is like getting Cultural Revolution back,it's horrible."

Jin Zhong (editor of HK Open Magazine):"In the past 62 years, CCP's notion
of the leftbeing better than the right, is related to thedeeply rooted
political tradition in Mainland China.They have never exposed and
criticizedMao's mistakes and crimes, but have flattered Maoin various
forms, and 『sing red' is no different."

JD Jin Xiaopeng also said to British BBC,that using "sing red songs" as a
basisfor commutation or parole is not a rule of law.He said, at least
currently there is no such law.

Most of the general public in China expressedtheir disinterest in "Promote
the Red Culture"by the Chongqing authorities.

Mainland China Resident said: "I am not interestedin any government
promotion of the Red Culture,because this government looted people's
property.We just want our property back."

The Hunan official "Red Net" also commented,that introducing "red into the
prison culture"can be understood, but to extend it to affectthe commutation
of the sentence it is "absurd"and could lead to frauds.
