【禁闻】让人纠结的工资"被增长"

【新唐人2011年5月16日讯】根据中共国家统计局发布的「2010年城镇工资」统计数
据,年平均工资增长了13.5%到14.1%,超出GDP的10.3%和CPI的3.3%。职工工资增长似
乎既跑赢了GDP,也跑赢了CPI。但有学者认为,中国工资统计存在严重缺陷,职工的工
资长期"被增长"。

国家统计局是如何计算平均工资的呢?中国独立学者刘植荣在《工资,何时告别"被增
长"》文章中指出,国家统计局工资增长统计资料采用的是「平均数」。导致大多数职
工工资长期"被增长"。而在工资统计中漏掉了最重要的"工资中位数"项目。

"工资中位数"就是把全国劳动者按照工资多少排队,排在中间那个人的工资数就是「中
位数」,大多数劳动者的工资与中位数接近,而并非与「平均工资」接近,平均工资要
高出中位数。

刘植荣指出,"工资中位数"能反映收入差距。对国家统计局不统计这么重要的一个资
料,他表示非常不理解。

中国职工的平均工资不仅长期"被增长", 中国劳动报酬占GDP的比重也很低。刘植荣计
算出2010年中国劳动报酬占GDP的比重仅为18%。

根据国际货币基金组织发布的报告,欧洲国家从1980年以来劳动报酬平均占GDP的比重
一直在63%以上,甚至印度也在40%以上。

草庵居士:"中国政府在最近二十几年经济发展当中,它片面强调出口,强调经济发
展,但是在发展当中,中国百姓并没有在整个发展过程当中享受到经济�步的成果,也
就是说,虽然中国整个经济是�步了,但百姓的生活并没有提高,"

最近,有媒体报导,中国成为了奢侈品消费的第二大国。有钱人不仅购买天价豪宅、名
车、名表、名酒、名包…等奢侈品,扫货一直扫到巴黎、纽约。

美国宾西法尼亚大学沃顿商学院博士、现任香港中文大学讲座教授郎咸平却认为,中国
其实是个消费力严重不足的国家。因为中国人太贫穷。郎咸平认为,2009年,中国的薪
资收入占GDP下降到只有8%,比非洲还低。

郎咸平还指出,中国的每小时人均工资为0.8美金,位列全世界最后一名,泰国则接近
2美金。并且,中国工人一年的工作时间高达2.200个小时,是全世界最长的。

朗咸平教授担心,中国贫富分化严重,穷人没有机会翻身,可能导致人民失去上�的希
望,开始绝望。

《法国国际广播电台》的评论文章认为,中国贫富悬殊日益显著对社会稳定构成巨大风
险。文章说,贫富悬殊永远都是孕育革命的火种,永远都会让穷人心怀不满,让富人和
当局坐卧不安。

According to China's National Statistics Bureau,urban salaries increased
13.5% to 14.1% in 2010,higher than the GDP 10.3% and CPI 3.3%
increases.Yet, experts say such salary increases' statisticshave serious
flaws and are misleading.

According to author Liu Zhirong, official figuresof salary increases were
calculatedbased on the "average," not the "median,"and couldn't reflect the
real salary situationfor the majority of workers.

Statistically, a salary "median" is foundby arranging all salary values
nationallyfrom lowest to highest and picking the middle one.Most of the
salaries are closer to the "median"and lower than the "average."

Liu says a salary "median" reflects an income gap.He does not understand
why the Statistics Bureaudid not collect such important data.

Moreover, salaries and wages constitute onlya small portion of China's GDP,
a mere 18% in 2010,according to Liu Zhirong's calculation.

IMF reports that since 1980 the share of GDPconsisting of wages and
salaries has remainedabove 63% in Europe and above 40% in India.

Caoan Jushi: "In the past 20 years, China focusedon export and economic
growth. But Chinese peopledid not benefit from such economic growth.That is
to say, China's economy has improved,but people's lives have not."

China recently became the second largest consumerof luxuries. Great
fortunes are spent on luxuriousreal estate, automobiles, clothing, etc.

Prof. Lang Xianping believes China lacks consumingcapacity because the
Chinese people are poor.In 2009, salaries and wages constituted only 9%of
China's GDP, a number lower than that of Africa.

According to Prof. Lang, the average wage in Chinais USD0.8 per hour, the
lowest in the world;while Chinese workers work 2200 hours per year,the
longest in the world.

Prof. Lang expressed his concern that income gapmay result in loss of
motivation and desperationamong the Chinese people.

According to RFI, income gap in China posesa great threat to the stability
of society.Such income gaps have often been a causeof social turmoil and a
trigger of revolution.
