【禁闻】毒奶粉医疗基金是空头支票？

【新唐人2011年5月21日讯】最近《了望东方》周刊对于「毒奶粉医疗赔偿基金」去向
不明的报导，引起人们关注。目前被软禁的「结石宝宝」维权领袖赵连海表示，要对基
金去向追查到底。并质疑基金是否是欺骗世界的「空头支票」。

据了解，2008年年底，「中国乳制品协会」牵头，由22家涉案企业集体出资成立了总额
2亿元的「医疗赔偿基金」，作为毒奶粉受害患儿18岁之前的医疗费用。但是，据结石
宝宝家长们反映，没有人获得过这笔基金的帮助。

赔偿基金在过去两年多时间里的赔偿情况、管理运作方式、现金馀额都是一个谜。媒体
致电中国乳制品工业协会，请求公布一些基本资料。负责人声称这是"国家机密"。

目前仍然被软禁的结石宝宝维权领袖赵连海，本周尝试出门找相关部门追究基金事
宜，但是被警方拦截在家。赵连海告诉《新唐人》，从一开始，「乳制品协会」对于结
石宝宝的赔偿诉求就非常冷淡，百般逃避。结石宝宝也从没有得到过赔偿基金的救助。

赵连海（结石宝宝维权领袖）：这些钱是为孩子专门设立的。这两年多来，我们太多的
结石宝宝家庭，根本没有享受到这个资金的待遇。并且我们在这个基金成立的时候，我
们也曾经找过他们，�行联系，寻求一些帮助。但是都是给予拒绝。并且我们亲自登门
拜访的时候，让保安给我们拦在大门口，就是不让�去。」

而医院对于结石宝宝的病情也本着[瞒报少报]的原则，为政府「维稳」分忧解难。普通
患儿除了获得一次性赔偿两到三千元，以后的医疗费用全是自费。

黄胜科（江西结石宝宝患儿家长）：「到哪个医院复查都说没有了。现在没有哪个医院
可以告诉你真正的真实情况。所以你无从下手去治疗。不是说我相信，我绝对不相
信，但是没办法，你到哪里检查他都说没有。你检查费用也是自己出嘛。你找谁呀？谁
给钱给你？......我们是不知道到哪里拿这个钱？以后的后续找哪个人？找哪个相关部
门？当时签协议的时候就没有明确的部门来管这个。」

有家长怀疑这个基金根本不存在。因为没有人见到过和接受过。赵连海也质疑赔偿基金
是否是一个弥天大谎？

赵连海：「象是一张空头支票，一个欺骗大众，欺骗世界的空头支票。如果说，不是欺
骗，那把这个基金，所有的从现在到成立的当时的凭证，包括这个基金的来龙去脉，去
向，哪些企业，哪些单位向这个基金注入了资金，都要一一核实。」

黄胜科（江西结石宝宝患儿家长）：「我也一样的感觉。可能应该是没有钱的。你看毒
奶粉到现在还有毒奶粉出来，这是什么原因呢？那我们还相信他有基金吗？」

赵连海表示，对于基金的去向，患儿家长们决心追查到底。患儿家长要求，如果出现贪
腐行为，相关负责人必须受到法律惩罚。如果没有贪腐行为，相关单位必须就以往冷漠
的态度�行公开道歉，并且允许所有家庭无条件申请使用基金。如果这个钱不够了，必
须无条件�行追加。

赵连海表示，未来两周内，结石宝宝家长打算找相关部门当面质询。如果对方拒绝解
答，将提请司法机关�行监督执行调查。赵连海说，即使到时候警方将自己拦截在
家，其他家长也会行动。

Medical Fund of Tainted Milk: A Rubber Cheque?

Oriental Outlook reported that the compensation fundfor the tainted milk
powder victims was missing.Zhao Lianhai, the "Stone Baby" rights leader
saidhe would investigate the case to the end.He questioned whether this
fund was a rubber cheque.

Initiated by China Dairy Association (CDA),a compensation fund of RMB 200
million was establishedtogether with other 22 related enterprises later
2008.It meant to be used by child victims under 18,however, according to
the parents of "Stone Babies",none of them had actually received a penny.

The use details, management and balance of the fundsremained unknown to the
public in the past 2 years.When media called on CDA to release the spend
details,CDA director refused and said it's a state secret.

Zhao Lianhai, currently still under house arrest,attempted this week to
visit the departments concernedabout this matter, but was blocked at
home.He told NTDTV that CDA avoided any questionsand was reluctant to talk
about the funds to begin with.Child victims had never benefited from the
funds.

Zhao Lianhai: The compensation fund was meant tobe used for the children,
but none of them was benefited.over the past 2 years. We came to them for
help whenit was established, however, we were turned down.The securities
stopped us at the front doorwhen we tried to visit the office of the fund.

Hospitals help conceal patients' conditions,assisting the government in its
social stabilization.For the ordinary child patients, after they receiveda
one-time compensation of RMB 3000, they have tobe responsible for all
medical expenses themselves.

Huang Tengke (Patient's Parent in Jiangxi):None of the hospitals would tell
you the truth,they just concealed the condition, leaving us helpless.

No, of course I don't believe what they said,but I can't find a hospital
telling the truth.

And we have to pay to see a doctor,we are nearly run out, not knowing who
to appeal to,which department to petition to, as it hadn't evenmentioned
who's in charge in the first place.

Some parents doubted the existence of the funds.None had ever benefited
from it.Zhao Lianhai too suspected if it's nothing but a big lie?

Zhao Lianhai: It seemed a defaulted cheque, a lie.To be justified, it
requires transparency of evidence,from beginning till the end, and the
whereabouts ofthe expense, which companies involved, etc.All need to be in
detailed scrutiny.

Huang Tengke: I would say so, no, there were no fundsat all. You see, the
tainted milk is still being produced,why? There's no reason to believe the
existence ofthe compensation funds.

Zhao Lianhai said the parents are determined tocontinue the investigation.
Parents said if corruptionwas ever found, the people involved must be
punished.The departments concerned must apologize fortheir indifference in
the past period of time, and allowall the families to apply for the fund
unconditionally.Additional money should be added to the fund if short.

Zhao Lianhai said victims' parents will call in personon the departments
concerned in next two weeks.If refused, they would turn to judicial
investigations.He said that even if he got detained by police at home,other
parents would continue with the actions.
