【禁闻】江西抚州政府爆炸案 嫌犯上访十年

【新唐人2011年5月27日讯】5月26号上午，江西省抚州市检察院、临川区政府大楼和药
监局大楼，接连发生三起汽车爆炸事件，警方称共造成2人死亡、6人受伤，嫌犯钱明奇
也当场死亡。钱明奇生前在微博中表示，因非法拆迁造成他巨额损失，向有关部门上访
申诉十年没有结果，逼迫他走不愿走的路。

抚州市公安局的通报称，26号上午9点18分，抚州市检察院内停车场，发生一起汽车爆
炸案；9点29分，临川区行政中心西楼一楼发生爆炸案；9点45分，临川区药监局大楼旁
边发生汽车爆炸案。

有现场目击者说，第一次爆炸发生在抚州市检察院内，炸毁了三辆汽车，爆炸威力巨
大，周边房子的玻璃也都被震碎。第二次爆炸发生在临川区政府大楼地下车库门口，爆
炸威力更加巨大，汽车零部件都被炸到100多米以外，政府大楼二、三层窗户框架被炸
落。第三次爆炸威力不如第二次巨大。

抚州市居民何先生接受本台采访时说：「临川区政府行政中心里面有好几个单位，包括
区政府的办公场所，包括区长、区委书记都在这幢楼上办公；有信访局、档案局、物价
局、财政局，这些单位都在里面。在车库里面可能放了炸药，目前有人员伤亡，但是伤
亡情况我们也不清楚，因为戒严了。」

抚州市公安局称，爆炸案共造成2人死亡，3人重伤，3人轻伤。死者其中1人当场死
亡，另1人送医院抢救无效死亡。

而当地网友在微博中披露有更多的人死亡，死者中有保安。现场保安强行删除围观者的
拍照，当局严密封锁消息，手机被屏蔽，当天下午抚州小学全面停课。

何先生说：「警察到场之后迅速清场，有警察和交警在离爆炸现场很远的地方就已经不
让靠近了，看到很多警车、很多武警的车，包括临川区所在地第一人民医院的救护车不
够用，紧急从抚州市区调几大医院的救护车，都赶到临川区政府这边来接人。」

新华社报导说，警方已确定，嫌犯钱明奇是临川区无业居民，现年52岁，已在爆炸中死
亡。此前新华社说，爆炸原因是当地一农民对正在审理中的一起案件不满所为。但新华
网后来删除了这篇报导。

钱明奇生前在微博中申诉：江西抚州市临川区区长、原纪委书记习东森，在2002年5月
借修建京福高速公路之名，擅自克扣征地拆迁款约1000多万元，给他造成损失200多万
元，十年来多次向有关部门及领导反映，至今没有结果。

钱明奇在事发前几天所写的微博写道：腐败根源是法官，百姓何时能盼到日出。今天百
姓受到的压迫，明天就是侵权腐败者的末日。「最后我会用实际行动讨回公平、正义。
」

湖北维权人士姚立法说：「检察院很多检察官办案非常的黑，他们保护罪犯、保护腐败
份子，当然就引起民愤，引起报复，这个是不奇怪的事情。法院系统、检察院系统、公
安系统等等，他们本身就不依法对待访民。特别是访民这一块，他们的愤怒已经是达到
了极限、达到了顶点。」

去年9月，抚州市宜黄县因强制拆迁引发钟如琴一家3人自焚抗议，政府人员强夺死者尸
体。去年7月，湖南长沙的税务局办公楼发生一起爆炸案，嫌犯刘赘衡遥控引爆炸药
包，造成4人死亡，19人受伤。今年5月，甘肃一家农村信用社遭燃烧弹袭击，造成数十
人受伤。

抚州政府大楼连环爆炸事件，引起国内网民热烈议论，有网民在新浪微博上发起了一个
投票，96%的投票者都认为嫌犯钱明奇是个好人。不少网民质问：是什么把他逼上了这
条绝路？

许多网民说：「人民决定不再自焚了。」「这个世界太疯狂，把农民都逼成爆破专家。
」「那蘑菇云是老百姓的怨气。」「共产党欺压百姓，百姓怒了。」「不是在沉默中爆
发，就是在沉默中死亡！」

Pushed To The Road Of No Return

On May 26, three car-bombing incidents occurredin three government
buildings in Fuzhou, Jiangxi,causing 2 deaths and leaving 6 injured.The
suspect, Qian Mingqi, also died on site.Before his death, Qian indicated in
his blog that theillegal demolitions caused him to suffer huge losses.He
petitioned to the government for 10 years in vain,which forced him to
extremes.

A local public security bulletin said that at 9:18AM,May 26, a car bomb
exploded in the cityProcuratorate's parking lot; at 9:29AM, the
secondexplosion was at a district government building;at 9:45AM, the third
explosion occurredbeside the Food and Drug Administration building.

Witnesses said that the first explosion was powerful,destroying 3 cars and
damaging the windowsof the houses nearby. The second explosionwas even more
powerful, with damageto the government building and car debrisfound 100
meters away. The third explosionwas not as powerful as the first two.

Local resident Mr. He told NTD: "The district adminbuilding housed many
departments,like the Treasury, Petition, Archives, etc.The district
official and Party secretary are all there.The suspect placed the
explosives in the garage.There are casualties, but I do not know the
number,because martial law has been enforced there."

Fuzhou public security bureau said, the explosionscaused 2 deaths, one on
site and another in hospital,3 seriously injured and 3 with minor injuries.

Local netizens posted higher casualty on their blogs.Photos taken by
onlookers were forcefully deletedby the security guards on site.
Authorities blockedthe information, including on cellular phones.All local
elementary schools were closed.

Mr. He: "Many policemen, police cars are there;The cordon was placed far to
prevent peoplefrom getting near the scene.The local ambulances were not
enough,so ambulances from nearby hospitalswere also called upon for the
rescue efforts.

Police said that the 52-year-old, unemployed suspectQian Mingqi, was a
local resident, who diedduring the explosion. Xinhua reported the suspectas
a local peasant, unhappy with a legal case.Later on the report was removed.

Before his death, Qian Mingqi said in his blogthat the former district
officer, Party secretaryXi Dongsen embezzled over RMB10 millionfrom the
land appropriation fundfor constructing the Beijing-Fuzhou
expressway,causing him to lose RMB2+ million. Qian Mingqipetitioned for
over 10 years without any results.

Qian wrote that the judges are a source of corruption."Today, ordinary
people are oppressed;Tomorrow, it will be doomsday for the
infringers.Finally, I will take actions to restore justice."

Rights activist Yao Lifa of Hubei: "Many judgescollude with criminals and
corrupted officials,causing people to rage and revenge,so this is not
something strange. Legal systemsin China do not treat the petitioners
lawfully.The indignation of the petitioners culminated."

Last September, a local family of 3 committedself-immolation to protest
forced demolition.Government officers simply removed their corpses.Last
July, Liu Zuiheng detonated explosivesin a taxation office in Changsha,
Hunan,causing 4 deaths and leaving 19 injured. This May,a credit union in
Gangsu province was attackedby a gasoline bomb, causing several dozens
deaths.

This incident sparked a heated discussionamong netizens. In an online poll,
96% voterssaid that the suspect, Liu Mingqi, was a good person.Some
netizens questioned: "Who pushed himto embark on this road of no return?"

Many netizens said: "People decidednot to self-immolate (but strike
back).""This world must be so crazy as to force a peasantto become a bomb
