【禁闻】迫害持续12年 中共高层在干什么？
【新唐人2011年4月28日讯】前中共总书记江泽民1999年发动对法轮功的残酷迫害，至
今已持续了将近12年。在此期间，中共中央领导班子已换了三届，江泽民早在上一届就
已经被逼退，到如今迫害法轮功仍在继续。外界不由的质问：参与迫害的仅是江泽民派
系吗？这三届其他中共领导人都干了些什么？
法轮功自1992年传出，因修炼者身心受益而迅速传播。98年由前人大委员长乔石所主持
的官方调查，得出的结论是法轮功「于国于民有百利而无一害」。到99年，中共官方统
计，中国有7千万到1亿人在修炼法轮功。一些高官及家属也在炼法轮功。
而在此之前，从96年起，中共媒体和公安就开始对法轮功�行诬陷、监控、骚扰。99年
4月，中央政法委书记罗干的连襟何祚庥在天津一份杂志上发表污蔑法轮功的文章，前
往澄清实情的学员遭到警察殴打、抓捕。天津警方说，要解决问题得去北京。
4月25号，一万多名法轮功学员到北京国务院信访办和平上访。当时的总理朱�基与学
员代表对话后，问题得到基本解决，傍晚被关押的40多位学员获释。
张而平（法轮功发言人）：「他们受到天津警察的不公待遇之后，法轮功学员自发的组
织到国务院信访办公室，也就是在中南海附近集体上访，这是中国宪法赋予公民的权
力，他没有对任何政府有任何政治上的诉求。」
就在25号当晚，江泽民给政治局写了一封信，执意要�行镇压。这封信被收录在《江泽
民文选》第二卷题为「一个新的信号」。
当时也在上访现场的时事评论家章天亮说：「江泽民谈到镇压法轮功的原因很简单，概
括成两个字叫做『人多'。所以他跟后来所讲的，什么1400例啊，什么杀人啊，当然都
是他瞎编出来的。」
同年7月，江泽民发动了对法轮功的灭绝性迫害。《九评共产党》指出：当时中共政治
局七个常委中，也只有江泽民执意镇压。江泽民和中共之间相互利用，把古今中外的一
切邪恶手段都利用来对付法轮功，法律、道德、和人性都遭到极大破坏，这从根本上毁
坏着国家政权的统治基础。
伍凡（《中国事务》主编）：「法轮功是作为一个整体，被共产党这个整体来屠杀，并
不是江泽民一个人，共产党的大大小小喽喽、各个层级的610办公室都在镇压迫害法轮
功。那么作为一个头头已经下台，那么共产党和现任的总书记你就要面对法轮功。」
江泽民2002年11月退出中共领导核心，2004年被逼退中央军委主席。而在第十五届、十
六届、十七届中央领导班子中，多位不是江系的政治局常委和委员等高官，也都曾公开
表态支持打击法轮功。
鲍彤（前赵紫阳政治秘书）：「我认为迫害法轮功学员这是一个悲剧。当时如果认识不
到这一点，这么长时间为什么不改正？这个冤案要写到历史上去，这个冤案性质也是属
于反人类的冤案。」
《维基解密》披露，中共高官担忧自己在海外被法轮功学员告上法庭。据了解，法轮功
学员在全球30个国家有50多个诉讼案，他们以「反人类罪」、「酷刑罪」和「群体灭绝
罪」，控告迫害元凶江泽民以及曾庆红、罗干、周永康、薄熙来、李长春等30多名中共
官员。
陈破空（时事评论家）：「实际显示中共高层已经分裂，9名政治局常委均各怀心
思：有人盘算利益还有多少，有人盘算如何避免清算，有人盘算能否青史留名。」
目前，公开声明退出中共党团队的人数超过9300万人，而迫害法轮功仍在继续，特别对
于中共高层，法轮功学员指出，再不抓紧在法轮功和退党重大问题上表态、撇清罪
责，失去时机将追悔莫及。

Top Officials In Support of Persecution?
In 1999, Jiang Zemin, former General Secretaryof the Chinese Communist
Party (CCP),launched a brutal persecution on Falun Gong.It has been 12
years and the CCP leadershave changed three times. Jiang was forcedout of
power, however the persecution continues.The outsiders cannot help but
ask:Is only Jiang's faction participating in this?What have the other three
leaders done?
Since 1992, Falun Gong spread very fast due to itsphysical and mental
benefits to the practitioners.Qiao Shi, a former National People's
Congress,did an investigation in 1998, and concluded thatFalun Gong will
benefit all citizens and harm none.In 1999, there are 70 million Falun Gong
followers,including some senior officials and their families.
From 1996, the media and the public securitystarted to frame, monitor and
harass Falun Gong.In April, 1999, He Zuxiu, a relative of Luo Gan,secretary
of Central Political and Law Commission,published slandering articles in a
Tianjin magazine.Falun Gong practitioners were assaultedand arrested when
trying to clarify the truth.
On April 25, 1999, more than 10,000 Falun Gongpractitioners gathered in
Beijing to peacefully appealto the State Council. Prime Minister Zhu
Rongjimet with them and the problem was basically solved.That evening over
40 practitioners were released.
Zhang Erping (Falun Gong Spokesman):"They were treated unfairly by police
in Tianjin.It is their constitutional right to gather and appeal.They did
not ask anything of a political naturefrom the government."
On that same evening of April 25, Jiang Zeminwrote a letter to Politburo,
insisting on repression.The letter titled, "A new Signal" is included inthe
2nd volume of "Selected Works of Jiang Zemin".
Zhang Tianjiang , a current event commentator,was there: "The simple reason
why Jiang Zeminwanted to persecute Falun Gong is the manypractitioners. All
others reasons mentioned later onwere made up by Jiang Zemin."
In July 1999, Jiang Zemin launched the persecutionof Falun Gong. In the
popular publication"Nine Commentaries on the Communist Party"is stated:
"From Politburo Standing Committee,Jiang Zemin was the only one of seven
membersinsisting on repression. Jiang Zeminand the communist party were
taking advantageof each other. Using evil means to dealwith Falun Gong and
at the same timedestroying the fundamental basis of the regime."
Wu Fan (China Affairs' Editor-in-Chief):"Falun Gong encountered a
massacrefrom the communist party. Besides Jiang Zemin,many levels of party
members and 610 Officesin all levels have taken part in the persecution.Now
Jiang is no longer in power, but the CCPand its current leaders have to
face Falun Gong."
In November 2002, Jiang Zemin was forced to exithis core leadership of the
CCP. In 2004, he hadto give up his commanding power of the military.In the
15th, 16th and 17th sessions of the centralleadership, many high level
officialsopenly supported the persecution of Falun Gong.
Bao Tong (Secretary of Zhao Ziyang):"I think the persecution of Falun Gong
is a tragedy.If we did not recognize it then, why not correct it?This
injustice will be reflected in historywith it's anti-humane nature."
WikiLeaks disclosed that the Chinese officialsare worried about being taken
to courts overseas.Information reveals that there are over 50 lawsuitsin 30
countries brought by Falun Gong practitionersfor "crime against humanity",
"torture", "genocide".More than 30 high level officials are
defendants,including Zeng Qinghong, Luo Gan, Bo Xilai,Zhou Yongkang and Li
Changchun.
Chen Po Kong (Analyst):"In actuality, the top level of the CCP is
splitting.The nine members of Politburo Standing Committeehave their own
agendas: some want to gain profits,others to avoid total downfall or leave
some legacy."
Currently, more than 93 million people have quittedthe CCP and its
affiliated organizations.However, the persecution still continues.Falun
Gong practitioners are pointing outthat high level officials should use
this opportunityto quit the party and avoid future regrets.NTD reporters Li
