【禁闻】沪逾千货柜车司机罢驶 凸显经济矛盾

【新唐人2011年4月22日讯】为了抗议油价上涨和各种乱收费行为,20号,上海数千名
集装箱货柜车司机串连罢驶,希望当局取消燃油附加费,并要求厂家增加运费。大批防
暴警察到场镇压,传闻至少造成3死7伤,数十人被拘捕。对于司机的诉求,没有官员出
面协商。

上海集装箱货柜车司机罢工活动,经过镇压后虽然大部分司机散去了,但有司机说,罢
驶计划将持续到周末,如问题没有解决,「五‧一」劳动节可能会再掀新一波罢工潮。
据业内人士估计,有百分之六十的司机参加了20号的罢工。

面对油价、物价上涨,而运费价格多年一直维持不变,同时,公路收费以及港区多如牛
毛的费用支出,司机们面临生活困难。

集卡司机赵先生:「主要是现在物价上涨,油价也上涨,各方面费用都涨的特别的
高,现在干活下来还不如一个普通的、進城打工的普通工人,干了还有什么意义呢?很
多人都不愿意干了嘛!」

集卡司机甲:「以前,油3块多一些,现在7块多,油就涨了4块多,运费一直没有调整
呀!」

集卡司机乙:「要养家餬口,没办法,实在!现在还不知道怎么解决咧!警方出面他是
维持秩序,不叫你闹事,他也解决不了这个问题啊!」

深圳社会观察研究所刘开明博士认为,司机罢工是因为没办法生存,而推高油价的原
因,发改委却推给了中国的税赋。

刘开明:「油价高的原因应该是发改委订的,因为中国的油价是垄断,就是国家垄断定
价,只要有事情,发改委肯定就涨价,而且根据它透露的讯息主要是税太高,油价贵是
因为税太高,也就是说中国的税非常的高。」

今年中国全国人大会议期间,人大代表黄细花曾引述全国物流公司协会的数据提出,目
前中国的高速公路收费高于欧洲九倍,占运输成本两成左右,加上油费以及各种乱收
费,司机跑越多亏越多。

有北京媒体记者跟车采访发现,从四川成都到北京的货车,高速公路过路费就将近
5000元,几乎占了成本的一半。从广州到北京的运输成本甚至高于从广州到美国。

浙江维权人士邹巍认为,中国大陆表面上是经济繁荣了,但只有少部分人能获得经济发
展的好处,民众无法共享这个成果,这样的经济发展不只是畸形,也更加激化社会矛
盾。

邹巍(浙江维权人士):「就像油价上涨、物流成本上涨、原材料上涨都会引起非常大
的波动。因为中共的制度,架构上他目前不属于民主政治,对事物的发展、对经济的发
展,从长远来说实际上是破坏性的,并没有能带来繁荣的成果,让民众能够共享。」

香港《东方日报》报导,中国问题专家胡星斗指出,上海货柜车司机罢驶事件其实属经
济矛盾,司机因不满油价高涨令收入下降而罢驶。司机罢驶其实只想宣洩怨气,虽不合
法但情有可原,但当局出动警察打压才令事件火上加油。他说,当局再不解决民众经济
与谋生问题,星火可以燎原。

On April 20, to protest rising oil prices and fees,thousands of Shanghai
truck drivers went on strikerequesting the authorities to abolish fuel
surcharge,and manufacturers to pay higher shipping fees.Yet, a large number
of riot police came,leading to 3 people dead, 7 injured, dozens arrested.No
official came to hear the drivers' demands.

The police dispersed the majority of the drivers,who said the strike will
continue till the weekend.If the problem is not resolved, on Labor Day May
1,another wave of strikes might start.According to internal estimates,60%
of the drivers have participated in the strike.

In the face of rising oil and goods prices,yet freight rates remaining
unchanged for years,and many expenses on highway fees and port
costs,drivers can hardly make ends meet.

Truck driver Zhao: "Now all prices are going up,oil prices also rise, all
costs rise, very high,now our drivers' income cannot compareto that of an
ordinary worker from the countryside.What is the point? Many people are
loath to do it! "

Truck driver A: "Gas used to cost a bit more thanRMB3 per litter, now it's
over RMB7 per liter,yet the freight has not been adjusted!"

Truck driver B: "To support a family, no way, really!Don't know yet how to
solve this problem!The police came to maintain social order andnot let you
make trouble, can they solve this issue?"

Dr. Liu Kaiming of Shenzhen' Social Watch Institutebelieves that drivers
went on strike simply becausethey could not survive, and the high oil
pricesare blamed on China's tax burden.

Liu Kaiming: "The higher oil prices are due tothe National Development and
Reform Commission(NDRC) which sets the prices, because in Chinaoil price is
under the national monopoly control.When NDRC raises oil prices, it will
send a messagethat the main reason is the tax being too high.High oil
prices are all due to the high taxation,meaning that the tax is very high
in China."

During this year's NPC session, Huang Xihua,a national representative,
quoted datafrom the National Logistics Association,that highway toll in
China is nine times higher thanin Europe, being 20% of the transportation
costs,plus fuel costs and various fees;hence the higher the mileage, the
bigger the loss.

A Beijing reporter traveling on a truckfrom Chengdu to Beijing found
outthat highway toll was almost RMB5,000,accounting for almost half of the
shipping cost.Shipping cost from Guangzhou to Beijing is higherthan it is
from Guangzhou to the U.S.

Zou Wei, Zhejiang human rights activist believesthat China appears to be
economically prosperous,but only a few people can get the benefits.The
majority cannot share the economic fruits.Such economic development is not
only abnormal,but it intensifies the social tensions too.

Zou Wei: "Rising oil prices, logistics costs, andraw material prices will
lead to social disruption.Because the communist system is not basedon
democracy. The development of thingsand its economic developmentare in fact
destructive in the long run.It doesn't bring prosperity which people can
share."

Hong Kong's Oriental Daily reported Hu Xingdou,a China expert, saying that
Shanghai truck drivers'strikes are an economic issue.Drivers are
dissatisfied with the declining incomedue to soaring oil prices, therefore
went on strike.In fact, they just wanted to vent their anger,it might not
be legal but it is reasonable,yet authorities sent the police to suppress
the event,stoking the fire, he said. If they do not solvethe economic and
livelihood issues,a single spark can start a prairie fire.
