【禁闻】中对非金援 是利益还是友谊？

【新唐人2011年4月28日讯】中共最近发表了首部《中国对外援助》白皮书，内容介绍
了中国对外援助的情况。但西方政治家和学者表示，中共是觊觎非洲这些国家丰富的资
源才给予援助。中共国务院官员傅自应26号回应说，中国援助海外，是为了友谊，不是
为了资源。

中共国务院新闻办公室发表的《中国对外援助》白皮书显示，在过去的六十年，中国向
海外提供了2,562.9亿元人民币的援助，其中半数给了非洲，而受援国大部分为发展中
国家。

白皮书还强调，中国外援不附带政治条件，平等互利，形成独特的模式。

但中国投资非洲基础建设与能源开发，经常招致当地的批评。

《美国之音》报导，联合国非洲经济委员会埃塞俄比亚顾问加莫拉(GedionGamora)提
出，中国援建工程项目经常技术转让含量不足，而且透明度低。他认为，这可能导致腐
败，而腐败在非洲是个大问题。"

加纳是最早与中国建立外交关系的非洲国家之一。今年4月，中国银行计划要贷款18亿
美元给加纳政府，加纳议会部分议员认为这项贷款计划不够透明，而提出质疑。

据加纳媒体的报导，这笔贷款说是要用在建设东部公路，但是却与加纳石油收益捆绑
15年。另外，贷款的条件还包括加纳国家石油公司必须交出特许权，以及提供勘探地
图、地震资料，和其他开发石油的程序报告等敏感资料。加纳的议员表示，这等于是让
加纳放弃主权了。

非洲当地的一些团体还批评中共投资非洲大陆，重点是原材料开发，让非洲国家永远处
于资源供应链的低端，产品附加值无法提高，实际是控制非洲的资源，实行"新殖民主
义。

而中共国务院商务部副部长傅自应在非洲解释说，中国对非洲的投资并不局限于能源产
业，他认为掠夺非洲资源的说法是误解。

然而，专业调查显示，非洲对中国出口总量中，自然资源占了绝大多数。非洲开发银行
最近报告说，非洲对华产品出口中，原油占了大约70%，大部分来自安哥拉与苏丹两个
国家，其馀15%以矿产资源为主。

英国《泰晤士报》报导，根据新的研究调查，中国对非洲的投资还将�一步扩大，估计
5年之后，可能会达到4000亿美元。

此外，《路透社》的报导说，中共同时也提供缅甸和苏丹、伊朗、朝鲜以及新巴布韦等
这些遭受西方制裁、人权状况差、资讯不透明国家的援助，让国际社会�行的制裁措施
无法达到预期的效果，而招来负面评价。

CCP's (Chinese Communist Party) State Councilpublished a white book on
China's foreign aid,showing that in the past 60 yearsChina provided RMB256
billion in foreign aid.Half of China aid went to Africa.Overall, most went
to developing countries.

The white book stresses that China's aidhas no political conditions, but
respects equality.

China's investment in Africa in infrastructureand energy has led to
criticisms, however.

In a VOA report, Gedion Gamora,Ethiopia advisor at the United Nations,said
China's projects do not offer sufficienttechnology transfer and lack
transparency.This may encourage corruption,a problem that is already
serious in Africa.

Ghana was among the first African countriesto have diplomatic relations
with China.This April, China offered USD1.8 billiion loanto Ghana. Some
Ghanaian senatorsquestion the loan plan and its transparency.

Ghanaian media said the loan is for road building,but it will tie up
Ghana's oil revenue for 15 years.The loan requiresGhana's National
Petroleum Corporationto surrender its concession rights,to provide survey
maps, seismic dataand other sensitive informationon oil development and
production.A senator said this is like giving up sovereignty.

Some African groups said China's investmentin raw resources keeps Africa at
the bottomof economic chain, deterring its capacity raisingfor value-added
products.Resources control is a new form of colonization.

Fu Ziying, Chinese Vice Minister of Commerce,said China's investment in
Africa is not limitedto resource, and China is not grabbing resources.

Investigations show most of China investmentsin Africa to be in natural
recourses.Africa Development bank shows that70% of African export to Asia
is petroleum,mostly from Angola and Sudan.Mineral resources account for 15%.

The Times reports on a new research, predictingChina's investment in Africa
will increase rapidly,reaching USD400 billion in five years.

A Reuters article said China has been aidingcountries with poor human
rights records,such as Myanmar, Sudan, Iran, and North Korea.This makes it
difficult for global communitiesto sanction these countries.
