【禁闻】温家宝发高调 触动高层利益？

【新唐人2011年4月29日讯】中共总理温家宝在最近大谈中国社会「诚信缺失、道德沦
丧」，并鼓励讲真话。中共"十八大"临近，面临即将卸任的温家宝，在这个时候突发高
调，而且所说、所做似乎与中共有所不同，这里面包含着什么政治意图呢？请听专家的
分析。

近来，温家宝给人感觉牢骚满腹。对中国出现的"毒奶粉"、"瘦肉精"、"地沟油"、"彩
色馒头"等事件，他痛心疾首的指出，中国"诚信的缺失、道德的滑坡已经到了何等严重
的地步"。温家宝还强调"要创造条件让人民讲真话"。

陈破空（政论家）："前阶段温家宝谈政改，谈政治体制改革，谈中国的一些社会现
象，收到社会上的抱怨，他只说不做，只说不练，当了一个白脸的角色，是一个影
帝，是一个表演。现在看来，他任期快结束前，他也想做一些事情。"

3月份，日本地震引发核电站爆炸事故后，外界关注正在急速发展的中国核电站安全问
题。温家宝下令对全国核设施�行安全检查，并暂停审批核电项目。

陈破空："中国的各行各业都被中共的高官，特别是上一代高官所垄断经营，李鹏家族
是经营电力和核电方面，江泽民家族垄断电讯，温家宝这一个举动，对李鹏家族和李鹏
家族背后的后续官僚，打击非常大，因为他们通过核电项目捞取了大量的回扣、大量的
利益。"

此外，4月18号，中共卫生部网站发布了《关于�一步加强人体器官移植监管工作的通
知》，要求强化监管，违规开展移植业务的医院和医生将被重罚。这等于是推翻了中共
一直否认的"西方指责中国存在非法移植和买卖人体器官的现象。"

陈破空："以前，不管是国际媒体还是国际领导人，提到中国的非法移植，买卖人体器
官，尤其法轮功学员人体器官被活摘的情况，中共都是矢口否认的。现在温家宝这个动
作等于打了中共一个耳光，为什么要专项整治，就说明存在，存在非法移植非法买卖。
当然其中就包括了对法轮功学员的非法移植和非法买卖人体器官。"

近年来，在联合国的报告中多次强调了在中国发生的，从法轮功学员身上摘取器官的罪
恶。包括联合国酷刑问题特派专员诺瓦克（ManfredNowak）提交给联合国人权理事会的
报告；还有，联合国宗教信仰自由特派专员阿斯玛．贾汉吉尔（Asma Jahangir），以
及联合国禁止酷刑委员会的报告。

陈破空："温家宝不仅要说一些事情，还要做一些事情，在他的权限内，能做得到就
做，所以他这些事情就做了，那么这样做的话，就对特殊利益集团有很大的冲撞，让这
些高层人物也很不爽，但是他们也没有办法，因为温家宝已经垄断了国务院的权力。做
这两项举动就证明了他跟其他政治局常委完全处于不同的态势了。"

香港《东方日报》的评论说，中共官场盛行假话套话，偶尔也能听到一些真话实话，但
多数出自退休或即将卸任的官员之口。

Wen Jiabao Irritated High-Rank CCP Officials?

China's Communist Party (CCP) Premier Wen Jiabaomade high-profile comments
on China's degeneratedsocial morality before the 18th people's
congress.What Wen said was seemingly different from whatthe CCP has
emphasized. What political intentionsdid Wen's comments carry? Let's look
at the report.

Wen has been "grumbling"lately about recent incidentsof tainted milk
powder, lean meat powder, recoveredoil and colored steam bun. He
heartbrokenly saidChina's on the verge of morality decline and emphasizedon
creating an environment for people to speak truly.

Chen Pokong (Political Critic): "Wen talked aboutpolitical reforms without
actions. He was like an actorspeak loudly but do slowly. He's an actor, a
performer.He seemed to plan to do something before his term ends.

Web suspended national nuclear program withnuclear safety inspections when
international attentionsdrawn to China after Japan"s nuclear explosion.

Chen: China's trades have all been monopolized bythe CCP officials, e.g.,
Li Peng clan in power generationand nuclear business, Jiang Zemin clan
telecommunications.Wen's move was a great hit to Li Peng clan and otherswho
made a great profit in these trades.

On Apr. 18, the Ministry of Health web announced itsnew policy to monitor
human organ transplants, statingthat hospitals and doctors violating the
policy will beseverely penalized. This policy equated to acknowledgeto
Western accusation of China "s illegal organ trades.

Chen: "In the past, the CCP completely denied any illegalorgan trade
activities in China, especially the live organharvesting from Falun Gong
practitioners.The actions by Wen seemed to heavily slap on the CCP.The
specific policy for rectification means existence ofillegal organ trades,
of course including those fromthe Falun Gong practitioners."

Recently, the UN reports stated several times the crimesof live organ
harvesting from Falun Gong practitionersthat happened in China, including
the report by the UNspecial rapporteur on torture, Manfred Nowak andthe UN
special rapporteur on religion Asma Jahangir,as well as by the UN Committee
Against Torture.

Chen:" Wen not only says something, he also intendsto do something within
his authority.What he did has created a great impact on the specialbenefit
groups and rendered them rather unhappy,but they could do nothing with Wen
who monopolizesthe State Council. This indicated that he has
positionedhimself differently from the rest Politburo members."

The Oriental Daily News in Hong Kong commented,although lies are filled
with the CCP's power circle,occasionally factual remarks can still be
heard,mostly coming from retired or exiting officials.
